St. Louis River Area of Concern | October 2026 Update

Along with many partners, the Wisconsin Department of Natural Resources (WIDNR) was busy in August and September with Manoomin (wild rice) restoration work. Working alongside the 1854 Treaty Authority, WDNR and Minnesota Department of Natural Resources (MNDNR) helped monitor 580 individual points across 14 bays in the St. Louis River estuary, looking at the density, it’s health, height, companion plants and more.

During the 2026 season, 56 exclosures were installed by Fond du Lac Resource Management, MNDNR and WIDNR, allowing the Manoomin to grow without being eaten by waterfowl, which encourages seed growth and dispersal. A total of 8,448 pounds of rice was seeded to continue restoration efforts to build a restored seedbank. Manoomin in the SLR Estuary showed encouraging growth and expansion beyond seeding areas in 2026.

Allouez Bay Restoration | Fall 2026 Update

There’s been plenty of activity at Allouez Bay this summer, with restoration work continuing, monitoring wrapping up for another year, and partners beginning to look ahead to the next phase of the project.

Project partners have been managing invasive species like purple loosestrife by releasing 27,000 beetles as a biocontrol as well as mechanically thinning invasive narrowleaf and hybrid cattails. Bird and vegetation surveys were conducted in the bay, and reports will be developed with the findings. Partners are currently looking towards the next phase, which includes developing a conceptual restoration plan of Allouez Bay.

Community engagement has also been an important part of the process. River Revival events were hosted monthly by the St. Louis River Alliance to educate Superior residents and the broader community about projects happening in Allouez Bay and on Wisconsin Point. The last event of the season happened on Sept 17.

There’s more to come as restoration work continues and planning moves forward. We’ll keep sharing updates as partners learn more and the next phase of Allouez Bay restoration begins to take shape.

Over the past year, the St. Louis River Alliance has been working alongside the Wisconsin Department of Natural Resources and Minnesota Land Trust to help connect our community with ongoing restoration and planning efforts at Allouez Bay and Wisconsin Point.

Through this grant-funded effort, we wanted to make it easier for people to learn about these projects, connect with the people behind the work, share their perspectives, and have a voice in the future of these special places.

Along the way, we've loved getting to know more of the people who care about Allouez Bay and Wisconsin Point! Whether you joined us for a River Revival event, filled out our River Activities Questionnaire, or sent in your questions, thank you for sharing your time, stories, and ideas with us.

As this engagement effort wraps up, we wanted to take a moment to share what we heard from you, how your feedback helped shape our work, and what's next. Community input is so important and we are excited to continue to work with project partners to help build pathways for you to have your voice heard!

Your feedback is shaping what comes next! The future of the 44th Avenue waterfront is taking shape—and there’s still time to have your voice heard.

The City of Superior purchased the former Bunge Dock property in 2023, creating an opportunity to explore how this former industrial waterfront could better connect people with Allouez Bay while supporting habitat, neighborhood connections and the St. Louis River Estuary. The project is currently in the planning and conceptual design stage, and no construction is funded or proposed as part of the current planning grant.

More than 220 community members responded to the project survey earlier this summer, and additional feedback was gathered during community events. That input helped inform the preliminary concepts shared at our August 24 Community Design Workshop.

Now we want to hear from you! Review the concept posters and tell us which features you support, what you would prioritize, and anything you think is missing or should be reconsidered.

Thank you to the volunteers that joined the St. Louis River Alliance at Woodstock Bay Public Landing on Sunday, September 20 for a cleanup of the landing! The Alliance has adopted the Woodstock Bay Landing through the City of Superior’s Adopt-A-Park program, and we host three cleanups per year at the site.
