On October 10th, Philadelphia Police Officer Shane Seiber and his partner Officer Hector Rodriguez responded to a radio call for a person armed with a gun in West Philadelphia. When they arrived at the residence, and located the male suspect on the porch, he shot both officers multiple times. The gunman continued to fire at responding officers before he was eventually found hiding in a rear alley and taken into custody. He has since been charged with murder and several other offenses.

The two officers were rushed to Penn Presbyterian Medical Center, where despite lifesaving measures, Officer Seiber succumbed to his wounds later that morning. 33-year old Police Officer Hector Rodriguez, who sustained 12 gunshot wounds in the attack, still remains hospitalized as he continues his recovery.

Officer Shane Seiber was a 10-year veteran of the Philadelphia Police Department. Throughout his career, he served in the 22nd and 19th Police Districts. In addition to his time in law enforcement, Shane proudly served his country in the U.S. Air Force. He was stationed at Dover Air Force Base, where he was assigned to the 436th Security Forces. Shane completed two combat tours in Iraq between 2007 and 2009.

Outside of his service to his country and community, Shane enjoyed video gaming, especially World of Warcraft. He also enjoyed exercising and practicing jiu-jitsu. Shane had a remarkable ability to bring a smile to everyone’s face and make anyone laugh. Known affectionately by the nickname “Colgate” for his ever-present smile, he brought joy to the lives of those around him. His warmth, humor, and infectious smile will be deeply missed by all who knew and loved him.

Officer Shane Seiber was 40-years old, and leaves behind a loving wife and two young children. He will be laid to rest next week.

Today marks the 54th anniversary of the line of duty death of Brother Robert D. Lapp Jr. This day every year, our members take time to remember our fallen Brother. Let us never forget his sacrifice.

Trooper Robert D. Lapp, Jr.

Robert D. Lapp was born September 27, 1942, at Washington, D. C.

He served in the United States Navy from September 7, 1960, to September 19, 1963. Trooper Lapp enlisted in the Pennsylvania State Police from Reading on September 3, 1964, when he was 21 years old. Following graduation from the Academy, he was assigned to Troop J, Lancaster.

On October 16, 1972, Trooper Lapp was off duty. He stopped by the Lancaster Barracks. A task force of Troopers and local police was being formed to apprehend Alfred C. Ravenell, who had escaped from the New Jersey State Prison. Ravenell was serving three life sentences for murder. Trooper Lapp offered to join the task force and serve the fugitive from justice warrant. As Trooper Lapp broke into the unlighted hide-out apartment, Ravenell fired from the bathroom, killing him instantly. Ravenell was shot down by gunfire at the hands of fellow Troopers. Trooper Joseph J. Westcott suffered a scalp wound in the shoot-out. He was treated and released from the hospital.

Trooper Lapp was buried with full military honors at Saint Joseph's Cemetery in Lancaster Township. Over 100 Troopers formed the funeral es**rt and honor guard. Approximately 1,000 police officers representing 100 police agencies from 9 states attended to pay their respects. He was survived by his wife, Mrs. Margaret A. Lapp, of Lancaster. Trust funds were immediately established by a number of Lancaster organizations to aid Mrs. Lapp and her three children. At 30, Trooper Lapp had completed eight years of Pennsylvania State Police service.

Yesterday several of our Lodge Members attended the Pennsylvania State Troopers Association Memorial in Matamoris, PA. Our fallen Brothers Corporal Timothy O'Connor Jr and Trooper Michael Pahira, were added to the memorial.

Corporal Timothy O’Connor was more than a dedicated law enforcement officer. He was a husband, father, son, colleague, friend, and valued member of the Chester County community. Throughout his career, he demonstrated the courage, professionalism, and commitment to public service that define the men and women of the Pennsylvania State Police. 

After his tragic passing in the line of duty in March of this year, and in consultation with Corporal O’Connor’s family and the Pennsylvania State Police, I am introducing legislation to rename a portion of West Strasburg Road (SR3062), alongside the Troop J Embreeville Station, in his memory.

This memorial designation would serve as a lasting tribute to Corporal O’Connor and ensure that his name and legacy remain connected to the community and Pennsylvania State Police station he proudly served.
