HB 369 is an important step forward for Delaware, but achieving its intended outcomes will require more than codifying an Office.

As the Senate considers HB 369 today we are urging lawmakers to strengthen implementation through amendments that prioritize:

🟠 Dedicated funding for evidence-based Community Violence Intervention (CVI) programs, Group Violence Intervention (GVI), and Hospital-Based Violence Intervention Programs (HVIPs)

🟠 Staffing and operational resources to ensure the Office can coordinate efforts, collect data, engage communities, and drive measurable outcomes

🟠 Annual public reporting to promote transparency, accountability, and continuous improvement

There is still time before June 30 to ensure this framework is paired with the resources necessary to support implementation, strengthen accountability, and help Delaware achieve meaningful and lasting reductions in violence.

An Office is an important beginning. Sustainable outcomes require sustained investment and infrastructure.

When the sirens stop, the trauma remains.

Survivors, families, children, and entire communities are left to heal from the lasting impacts of gun violence—often without the resources they need.

Delaware has an opportunity right now to invest in prevention, healing, and community safety.

We urge the General Assembly to support a $5 million, three-year investment in Community Violence Intervention before this legislative session ends.

One life lost is one too many. Prevention and healing go hand in hand.

The conversation reinforced an important truth: safer communities and stronger economies go hand in hand. As Delaware looks toward the future, we are encouraged by the opportunities ahead to strengthen community safety, expand economic opportunity, and improve quality of life for residents in Wilmington and beyond.

Lasting change requires collaboration. We know that meaningful progress is only possible when public, private, philanthropic, and community partners work together to address the root causes of violence and create pathways to prosperity.

Throughout Gun Violence Awareness Month, communities across Delaware have come together through Wear Orange to honor lives impacted by violence, support survivors, and raise awareness about the importance of prevention and healing.

From the dedication of a community garden in Laurel to local and statewide proclamations recognizing Gun Violence Awareness Month, each event has built upon the next—bringing residents, organizations, and leaders together around a shared commitment to safer communities.

As the City of Dover, the City of Seaford, Governor Matt Meyer, and communities across Delaware recognize this month, we are reminded that awareness is the first step toward action.

Violence prevention is a public health issue—but it is also a funding priority issue.

Delaware has existing revenue streams that could be leveraged right now to support community-based violence intervention organizations, hospital-based violence intervention programs, Group Violence Intervention (GVI), mental health services, and community healing efforts.

These opportunities include:
🟠 The Ma*****na Reinvestment Fund
⚫ Rural Health Transformation funding
🟡 Prioritizing federal grant opportunities and using the Community Justice Council (CJC) as a pass-through entity to efficiently get resources into communities

The question is not whether resources exist. The question is whether we are willing to align those resources with the communities most impacted by violence, trauma, and health inequities.

Communities cannot survive on pilot projects and short-term funding alone. Sustainable investment in proven community-based solutions saves lives, reduces costs, strengthens families, and creates safer neighborhoods.

Budgets are moral documents. Delaware has an opportunity to invest in what works.

Gun violence impacts all three counties in Delaware, and that is why all 3 counties need resources to prevent, interrupt and heal from gun violence.

As we enter the summer months, communities across Delaware continue to face rising costs of living, limited access to mental health services, strained social service systems, and ongoing incidents of violence. Yet there remains no dedicated statewide investment strategy to support Community Violence Intervention efforts particularly in Kent and Sussex Counties.

We cannot expect a single Director alone to solve a $1.3 billion public safety and public health challenge.

If we are serious about reducing violence, supporting healing, and creating safer communities, we must invest in the strategies that work:

✔️ Community Violence Intervention (CVI)
✔️ Group Violence Intervention (GVI)
✔️ Hospital-Based Violence Intervention Programs (HVIPs)
✔️ Public data infrastructure and accountability

GVI is officially coming to Sussex County!

We're excited to expand the Group Violence Intervention (GVI) initiative and continue building partnerships that support safer, stronger communities across Delaware.

Join us this July for our first Sussex County Call-In, where community leaders, service providers, law enforcement, and residents will come together to introduce GVI and share a message of support, opportunity, and accountability.

📝 Codify the Office. Fund the Solution.💰

As HB 369 moves forward, we applaud the effort to establish the Office of Gun Violence Prevention and Community Safety. But a director alone is not enough. Communities experiencing violence today cannot wait another year for the investments needed to save lives.

Gun violence costs Delaware an estimated $1.3 billion every year, yet Kent and Sussex Counties continue to face limited access to sustainable violence prevention resources. As we enter the summer months, the need for prevention, intervention, healing, and accountability has never been greater.

We are calling for HB 369 to be paired with meaningful investment in:
✅ Community-Based Organizations
✅ Group Violence Intervention (GVI)
✅ Hospital-Based Violence Intervention Programs (HVIPs)
✅ Data & Evaluation Infrastructure
✅ Annual Accountability Reporting

Codification without funding creates expectations. Funding creates outcomes.
