Subject: Alleged Unlicensed Dog Transport, Animal Neglect, and Fraud – Critical Information for Public Awareness

To the Public,
This advisory is issued to inform the public about serious issues surrounding Jewelia Sari Bowden of Elmore County, Alabama and Augusto DeOliveira (also known as "The Dog Daddy"), an online “influencer” who has and continues to engage in online sales of dogs. The following information has been verified by Truth & Advocacy, and it is essential that all stakeholders in the domestic animal transport, adoption, and rescue communities are aware of these issues.
🔴 Unlicensed Dog Transport and Animal Welfare Violations
In 2024, Jewelia Sari Bowden was engaged in unlicensed commercial dog transport across state lines from Alabama to various states in the Northeast and Midwest. These dogs were sold by Augusto DeOliveira aka “The Dog Daddy”, and were kenneled at Bowden’s Elmore County, Alabama residence. Bowden provided the out-of-state transport of these dogs to DeOliveira’s buyers. Bowden did not hold the necessary licensing under the USDA's Animal and Plant Health Inspection Service (APHIS) Animal Welfare Act (AWA) to operate as a commercial transporter and violated animal welfare laws. This included the failure to provide legally required documentation such as proof of rabies vaccinations, other necessary vaccinations, and Certificates of Veterinary Inspection for the dogs she transported.
🔴Reports of Animal Neglect and Fatalities
Sadly, several dogs under Bowden’s care died and were delivered ill (if delivered at all) because of neglect and lack of proper care. One of the dogs, Aria, a solid black long haired female German Shepherd, was originally sold by Augusto DeOliveira to Abby Miwa. Bowden was identified as providing transport of Aria from Elmore County, Alabama to Abby’s home state. Aria never arrived and passed during transport by Bowden.
Last summer of 2024, when Bowden returned to Elmore County, Alabama, two more deceased dogs were found on her property. While Bowden was away on another unlicensed transport trip, the dogs left behind at her property were not properly cared for or fed, resulting in the deaths of two dogs, although there may have been more.
These instances highlight the ongoing pattern of neglect and poor animal management.
🔴False Credentials in Canine Nutrition
Bowden falsely claims to be a certified canine nutritionist, but her so-called "certification" comes from an unaccredited course operated by Dogs Naturally Magazine—a company known for selling its own pet products and running pay-to-play schemes.
This is not a recognized credential in veterinary or animal nutrition fields. To put it into perspective, this is like Purina selling a “certified nutritionist” title to anyone who buys a bag of Dog Chow and watches a few promotional videos. A legitimate canine nutritionist requires formal education and accreditation, not a certificate from a business with a vested interest in pushing its own products.
🔴Receiving Stolen Property
In January 2025, as Bowden came under intense scrutiny for the alleged animal neglect and cruelty in Elmore County, Alabama, Bowden had DeOliveira come to collect his last two remaining dogs she was kenneling at her property.
Additionally, Elmore County Sheriff’s Office has been criticized for its inaction in investigating Bowden and her connections to receiving stolen property, specifically the wolf dog Lux, owned by Crystal Willis of Tallassee, Alabama. Lux was at the center of a contract dispute. While contract disputes are typically a civil matter, Alabama does not permit self-help repossession of disputed property. Bowden was clearly in receipt of stolen property, a Class B felony, given the market value of Lux exceeds $2,500, yet Sheriff Bill Franklin and Elmore County Sheriff’s Office obstructed Willis’s rights as a victim to file a police report, swear out a warrant, and receive equal protection under the law.
We urge Sheriff Bill Franklin to provide answers regarding why Bowden has been shielded from proper investigation and accountability.
