💧 Pardon Our Progress: Why the WTP Transmission Line Project Matters

You may have noticed the construction activity around Riverside Park and the work taking place near Yellowstone Highway. But what exactly is happening—and why is this project important?

The Water Treatment Plant (WTP) Transmission Line Project is a major investment in Douglas’ water infrastructure.

🔹 A more reliable water system
The new transmission line will create an additional connection between the Water Treatment Plant and the City's distribution system. This will create a looped system, rather than relying primarily on the existing, aging Clay Street connection. This added connection provides more options for moving water through the system and improves reliability during future maintenance or repairs.

🔹 Planning for future park irrigation
The project also includes a new raw water line that will provide infrastructure for future irrigation of parks and recreational areas using untreated water where practical. This can reduce demand on the Water Treatment Plant and help conserve treated drinking water for homes and businesses.

🔹 More than what's underground
This project isn't just about water lines. The work also includes improvements to the street, sidewalks, and stormwater infrastructure, creating a more complete long-term improvement in the area.

💰 How is it funded?
The underground utility portion is being funded through the City's water and sewer enterprise funds along with grant funding. General Fund dollars are being used for the street, sidewalk, and stormwater portions of the project.

🚧 Current construction: The contractor has completed the force main connection to the lift station and is now preparing to bore the raw water line beneath Yellowstone Highway. Existing underground utilities have been exposed and verified to help avoid conflicts during the bore. Riverside Park remains closed to vehicle access while construction continues.

It may mean some inconvenience now, but the goal is a stronger, more reliable water and infrastructure system for Douglas for years to come.

There will be construction on Walnut Street on Friday, September 25th from 7 AM to 7 PM. OUR MAIN BRANCH WILL BE OPEN, and we are ready to help! Our Yellowstone and Richards branch will be open too! There is parking available to the east of the bank and next to the Library. COME SEE US!

🚧 PARDON OUR PROGRESS – September 23, 2026 🚧
Here’s this week’s construction update from the City of Douglas:

• Richards Street Sidewalk Project – Despite recent storms, crews continue making good progress. The first five blocks are substantially complete, and traffic control has moved farther down Richards Street. Storm drainage, roadway reconstruction, and preparation for curb, gutter, and sidewalk work continue.

• WTP Transmission Line Project – The force main connection is complete, and crews are now preparing to bore the raw water line beneath Yellowstone Highway. Riverside Park remains closed to vehicle access while construction continues.

• North 3rd Street – The roadway is open to traffic! Crews continue landscaping, irrigation repairs, and remaining project closeout work.

• Richards Street Bridge (WYDOT) – Work continues at the east abutment, with backfilling expected to begin this week. The west roadway has been milled and is being prepared for paving. The bridge has been lifted at the west abutment, rocker bearings have been reset, and worn components replaced.

🚫 The bridge and pedestrian walkway remain closed. Please use the posted detour via Yellowstone Highway and Brownfield Road and stay outside the construction zone until the bridge officially reopens.

• Labonte Road – Work continues on underground sewer repairs. Manhole #5 has been raised to improve pipe alignment and flow, and work at Manhole #6 has been backfilled with successful compaction testing.

⚠️ SAFETY REMINDER – GIVE CREWS ROOM TO WORK!
Construction equipment has large blind spots. Please slow down, stay alert, and give workers and equipment plenty of room when traveling through active construction areas.
