There are 17 proposed Constitutional amendments on the ballot of the statewide election on Tuesday, November 4th. I will attempt to simplify the propositions in hopes of making them more easily understood. Be sure to exercise your right to vote and “know before you go”.
Prop 1: Would create a permanent infrastructure fund and workforce education fund to support the Texas State Technical College System.
Prop 2: Would prohibit any future state tax on capital gains.
Prop 3: Would require judges to deny bail in certain felony cases.
Prop 4: Would dedicate a portion of state sales tax revenue to the Texas Water Fund.
Prop 5: Would authorize the legislature to exempt from ad valorem taxes animal feed held by a business for sale.
Prop 6: Would prohibit the legislature from enacting a law imposing an occupation tax on entities that provide certain Securities transactions.
Prop 7: Would authorize the legislature to provide a tax exemption on the market value of home or residence of the spouse of a veteran who died from a service connected injury or condition.
Prop 8: Would prohibit the legislature from imposing death taxes on a decedent’s property or the transfer of an estate, Inheritance, or gift.
Prop 9: Would authorize the legislature to exempt from taxation a portion of property that a person uses to produce income.
Prop 10: Would authorize the legislature to provide a temporary tax exemption on the appraised value of an improvement to a homestead residence destroyed by fire.
Prop 11: Would authorize the legislature to increase a school district tax exemption on the residence homestead of a person who is elderly or disabled.
Prop 12: authorizes certain judicial agencies and the Texas Supreme Court to more effectively sanction judges and justices for judicial misconduct.
Prop 13: Would increase the exemption of school district property taxes on residence homesteads from $100,000 to $140,000.
Prop 14: Would establish and provide a $3 billion fund from general revenue for the Dementia Prevention and Research Institute of Texas focused on Alzheimer’s, Parkinson’s and related diseases
Prop 15: The constitutional amendment affirming that parents are the primary decision makers for their children.
Prop 16: The constitutional amendment clarifying that a voter must be a United States citizen.
Proo 17: Authorizes the legislature to provide a tax exemption for the increase in value of improvements related to border security on property in a county that borders Mexico
