At the UC Davis Labor and Community Center, we place our students with labor-side law firms, labor unions, and other host organizations to train the next generation of labor and community leaders.

Approximately 37,000 workers in California file wage claims each year with the California Labor Commissioner’s Office (LCO) to dispute workplace violations, including unpaid regular wages and overtime, off-the-clock work, illegal and/or unauthorized deductions, and unpaid final wages, vacation time, and bonuses.

In 2021, the LCO created an online portal to streamline and expedite the wage claim process. However, since its introduction, workers have steadily shifted back to using the paper form [DLSE Form 1] to file their claims. The UC Davis Labor and Community Center found that in 2024, 36.9% of workers who filed a wage claim used the paper form. Additionally, workers in California’s low-wage and immigrant employment sectors, such as agriculture [84.4%] and construction [57.6%], rely on the paper form at significantly higher rates.

Based on findings from focus groups with wage claimants and advocates, read our most recent report, which offers recommendations on how the LCO can enhance the wage claim submission process for low-income and immigrant workers in California.
