Stop Sending Chicago Your Money

Lawmakers in Springfield want to use a bad tax ideas that will take more money out of your pocket and make housing even more expensive. These plans will cost you, your business, and your loved ones hundreds, maybe thousands, of dollars a year. They are truly unfair taxes that will hurt every Illinois citizen.

⦁ Unfair Financial Burden (Regressive Tax): The flat $1.50 delivery tax is called "regressive" because it costs the same for everyone, regardless of income. It takes a much bigger portion of money from working families and seniors who are just trying to get by. Experts warn this could cost the average family over $1,200 each year.

⦁ Reduced Housing Affordability (Service Tax): The proposed service tax will make housing much more expensive. If the state taxes services like plumbing, landscaping, and property management, the costs for landlords go up, forcing them to raise the rent.

⦁ Increased Homeowner Costs: Homeowners will pay more for all necessary repairs, such as fixing a broken furnace or a leaky roof. The tax also makes the whole process of buying, selling, and renovating homes more expensive.

⦁ Harm to Businesses (Tax on a Tax): When the state taxes services used by businesses (like legal or accounting help), the businesses simply raise their prices to cover the tax. This means customers end up paying a tax on a tax, which can slow down economic growth and make Illinois businesses less competitive.

⦁ Unfair Funding Mechanism: The tax is mainly intended to pay for the Chicago Transit Authority (CTA) and transportation within the Chicago area. This forces residents across the rest of the state to pay for a service they do not use.

We Need to Send a Clear Message

Stop sending our money to Chicago! This tax is bad for everyone's wallet and bad for housing.

Call or e-mail your State Senator and Representative now and tell them you strongly oppose these taxes, which are unfair in every way. Your voice matters, but you must speak up now before this bill moves forward.

After postponing discussion of the bill twice, the Senate Executive Committee is scheduled to review an amended version today. Some of the amendment's proposals are

• All nonoptional fees, regardless of whether they are one-time fees or recurring fees, shall be explicitly contained on the first page of a lease agreement. If a fee is not explicitly contained on the first page of a lease agreement, a tenant is not liable for payment of such a fee.
• No landlord or lease agreement may require the payment by the tenant of any of the following
• a fee or fine for an eviction notice or the filing of an eviction action
• a fee or fine for after-hours requests for maintenance service
• a fee or fine for restoring access after a tenant is locked out
• a fee or fine for pest abatement or removal
• Except as provided in paragraph (4), tenants may pay one-time fees in installments as provided below. Landlords may not impose any fee, charge any interest, or otherwise impose a cost on a tenant because a tenant elects to pay in installments.

HB3564, an amendment to the Landlord Tenant Act, was not heard in the Senate Executive Committee last week. They will consider it this week. To stop this bill, Committee Members must see the Witness Slips OPPOSING HB3564 far outnumber those in support.

Please file a Witness Slip in OPPOSITION to HB3566, Eviction of Minors. It is being heard in committee this afternoon. Submitting a Witness Slip will take seconds of your time and will impact how your voice is heard in the Illinois General Assembly.

The legislation punishes a housing provider who names a minor in an eviction complaint by automatically dismissing and sealing the whole case and forcing the housing provider to pay another fee and start over.

Including a minor is most likely to occur as a simple mistake by the housing provider. We offered a solution that would dismiss only the minor and allow the case to proceed. We also suggested they include a message on the filing system to inform providers that minors may not be named.

Both suggestions were rejected. The tenants' rights advocates said there must be consequences so housing providers learn from their mistakes.

This is the unreasonable treatment we endure.

Even though this bill will not impact most of us, we need to send the message that we should be treated fairly.
