Meeting Minutes
May 28, 2013

At 7:20 the meeting was called to order by President Rick Sammons.

Also present were Becky Miles and Katie Page. Tammy Pugel had a previous commitment and could not attend. The budgets for completed 2012 and projected budget of 2013 were handed out via several copies for homeowner perusal. Miscellaneous questions as to how to interpret numbers in the budget and why the water bill was high were asked and answered. There was a discussion about recent happenings at

the pool handled by the pool service so that Homeowners were assured of their good efforts on our behalf. We had a tree removed from the pool area to preserve the pump from removal and clogging with leaves. The tree company accidentally severed the phone cable line. The cable repairman came and fixed it, but accidentally broke an important water line in the pool room which caused the vacuum filter to be cut off for the weekend. The pool pump did circulate and operate correctly thanks to the temporary repair made by the pool service co. The minutes from the previous meeting were unanimously passed. In old business, we brought up the ‘Memorial Tree’ which was to have been planted in honor of residents of the neighborhood who had passed. We are still determining the proper species and getting a placquard to commemorate. The addition of some shade tree that is not deciduous or invasive was discussed to replace the birch that had been removed. And we discussed the trees at the entry way needing constant maintenance because of their species and age and the potential of replacing them as well. The Yard of the Month program was deemed a great success and the recipients of the award were placed in a collection and Abigayle Rybicky chose the winner for the year by random selection. Merrin James won and got $100 in cash. We agreed to continue the program as a motivation to keep homes maintained and tidy. We discussed the state of current outstanding dues for the year as a total of 7 homes. We reminded homeowners of the pool rules and underscored the rule for not sharing pool keys and why we have that rule. In new Business we discussed the condition of the Tennis courts, which has been an ongoing problem - but needs to be seriously reviewed for a more permanent maintenance solution. Items of discussion included:
What to do ie. Resurface again or completely re-make the courts
Having one existing court remain and turning the second court into a sports court
We talked about the necessity of keeping the courts as we are a ‘Swim/Tennis’ community
Notice of possible special assessment to cover the expense of the courts
We notified homeowners that we were getting bids for their information on options
We agreed that there was an immediate need for w**d killer on the cracks
We discussed league play and the small interest in the neighborhood as well as the previously researched issues of lacking parking and lacking bleacher seating for ALTA type events. We discussed the concerns over security if one of the courts was turned into an all purpose sports court as other neighborhoods had reported security problems. It was discussed that there would be special rules and keyed access only to limit that type of problem as it had been thoroughly discussed by the Board in meeting

That whole line of discussion was then tabled and would be brought before the Homeowners for review and vote. We talked about the possible need for a Management Company. That would be a company that professionally managed the Books, bills, liens, and collection duties of the neighborhood. As well as notices of rule breaking. The Board Members underscored the need for a greater level of participation and involvement in order for our community to be well run and represented. The duties must be carried out on a volunteer basis or the need for professional help would be necessary. Meeting participants were encouraged to step forward and volunteer to help or even run for Board positions. The Architectural Control Committee had nothing new to report other than to remind Homeowners to keep their yards tidy and that we would continue the Yard of the Month Program. Laurel Johnson asked the Community if anyone was interested in a neighborhood garage sale and she agreed to coordinate that if there were interested parties. Machelle Dunn offered to help on the Social committee. A homeowner asked who was responsible for sidewalk/storm water runoff maintenance and that was directed to the County for Homeowner reporting of such matters. Finally, there was a brief discussion of the need to treat young adults respectfully at the pool. There had been unpleasantries and Homeowners were reminded that young adults living at home had rights to use the pools like any other resident in good standing. The meeting was closed at 8:00pm.
