California Proposition 1: What Could It Mean for Housing Development? 🏘️
On November 3, 2026, California voters will decide on Proposition 1, a proposed $11.25 billion general obligation bond measure intended to fund housing affordability programs across the state.
The measure would allocate funding toward affordable rental housing construction and rehabilitation, supportive housing, veterans' home loans, homeownership assistance, and housing-related infrastructure.
Why does this matter to small builders and developers?
Prop. 1 could provide additional funding opportunities for eligible affordable housing developments through state-supported grants and low-cost loans. It also includes $500 million for housing-related infrastructure that could help support qualifying projects.
However, access to these funds would depend on specific program requirements, and the measure would carry estimated state repayment costs of $500 million–$600 million annually for approximately 25 years.
For California's building community, understanding how public financing programs operate is an important part of evaluating development opportunities and project feasibility.
