Can't wait to feeling the energy from WHSL MARKET WEEK, but I have to pause and give a huge shout out to two partners who stood shoulder-to-shoulder with The 33 Forever Foundation.

WHSL MARKET WEEK — you didn’t just put on a trade show, you built a purpose-driven event. Thank you for partnering with the 33 Forever Foundation to create real impact beyond the show floor. In an industry about moving product, you made space to move people toward hope.

Willow & West Wholesale — a true family-operated business from Northeast Ohio, named after their two kiddos, born in a garage with nothing but a dream. 8 years flipping finds, 5 years of honest pallet and truckload liquidations, and they still lead with “when you win, we win.” That’s exactly how they showed up for us. We created The 33 Forever Foundation in memory of our son Tyler, who passed away on 6/21/22. He never met a stranger and lived to help anyone in need. In his late teens and early twenties he struggled with mental health issues and then addiction. We fought for help and found both systems nearly impossible to navigate, and the stigma was crippling. After losing him, we decided no parent or family should ever have to endure that loss alone.

OPERATION “WE WILL ROC YOU” LEADS TO MAJOR FEDERAL INDICTMENTS AND ARRESTS OF FENTANYL DISTRIBUTORS

Crossville, TN - Cumberland County Sheriff’s Office investigators, working jointly with the Tennessee Bureau of Investigation (TBI), Appalachia HIDTA Middle Tennessee Task Force, Crossville Police Department, United States Department of Homeland Security (HSI) and the Federal Bureau of Investigation (FBI), have concluded a lengthy narcotics investigation that dismantled a drug trafficking organization (DTO) responsible for distributing large amounts of fentanyl in Cumberland County.

The investigation began in October 2024, when a Cumberland County Narcotics Investigator, assigned to the Appalachia HIDTA Middle Tennessee Task Force, initiated an investigation into a rising fentanyl overdose crisis in Cumberland County. Since October 1, 2024, the county has suffered at least 19 confirmed fentanyl overdose deaths and 6 additional suspected overdose deaths.

Through controlled purchases, surveillance, search warrants, and multiple interviews with confidential sources, investigators identified a DTO operating in Cumberland County whose primary fentanyl source of supply was traced back to Davidson County resident Justin Octavius “J Roc” Toliver age 36. Toliver was identified as the sole supplier for the Cumberland County network.

A search warrant was executed at Toliver’s Nashville residence where investigators seized over a half-pound of fentanyl, a half-pound of co***ne, methamphetamine, a kilo drug press, a significant amount of US currency, and a handgun. Toliver was arrested and federally indicted in July for Conspiracy, Distribution of Crack Co***ne, Distribution of Fentanyl, Distribution of Methamphetamine, Possession with Intent to Distribute, and Possession of a Firearm in Furtherance of a Drug Trafficking Crime.

Following his indictment, investigators continued identifying Cumberland County distributors tied directly to Toliver’s supply chain. On September 10, 2025, a federal grand jury in Nashville, Tennessee returned indictments against twelve Cumberland County residents for Conspiracy and related fentanyl trafficking offenses:

Ronnie Keith Pugh age 49 of Interstate Lane, Crossville, TN – Conspiracy, Possession with Intent to Distribute, Distribution of Fentanyl, Felon in Possession of a Firearm

Brian Maldonado, age 45 of Highway 70 West, Crossville, TN – Conspiracy and Possession with Intent to Distribute

Brandi Stokes, age 45 of Glory Loop, Crossville, TN – Conspiracy and Possession with Intent to Distribute

Alen Rogers, 41 of Turner Road, Crossville, TN – Conspiracy, Possession with Intent to Distribute Fentanyl and Methamphetamine

Melanie Mahaney, age 42 of Sparta Hwy, Crossville, TN – Conspiracy, Possession with Intent to Distribute, and Distribution of Fentanyl and Methamphetamine

Tony Rasso, age 44 of Tabor Loop, Crossville, TN – Conspiracy

Aaliyah Blankenship, age 23 of Tabor Loop, Crossville, TN – Conspiracy and Distribution of Fentanyl

Travis Coleman, age 41 of Tabor Loop, Crossville, TN – Conspiracy, Distribution and Possession with Intent to Distribute

Robin Hogan, age 34 of Malver Drive, Crossville, TN – Conspiracy, Possession with Intent to Distribute Fentanyl and Methamphetamine

Daniel Reed, age 37 of Oakley Drive, Crossville, TN – Conspiracy, Distribution and Possession with Intent to Distribute

Patrick Kincses, age 40 of Caney Creek Drive, Crossville, TN – Possession of Fentanyl and Methamphetamine with Intent to Distribute

On September 29, 2025, a coordinated operation involving CCSO SWAT, CPD SWAT, TBI/HIDTA, United States Department of Homeland Security and FBI SWAT Teams simultaneously executed search warrants at five Cumberland County residences, leading to the arrests of Pugh, Reed, Rogers, Stokes, and Maldonado. Other indicted individuals were already incarcerated at the time of the operation. On September 30, 2025, Rasso and Blankenship were located and arrested in Port St. Lucie, Florida, with the assistance of the Federal Bureau of Investigation.

All thirteen suspects, including Toliver, will be in the custody of the U.S. Marshals Service where they will be prosecuted in United States Federal Court by the United States Attorney's Office.

Sheriff Casey Cox stated. “This operation is a significant step in combating the illegal drug crisis in Cumberland County. Fentanyl has taken too many lives in our community, and these indictments send a clear message: if you bring poison into Cumberland County, we will pursue you relentlessly with every resource available. I want to thank our local, state, and federal partners for their tireless efforts in dismantling this dangerous organization.”

The Cumberland County Sheriff’s Office extends appreciation to the Crossville Police Department, Tennessee Bureau of Investigation, Middle Tennessee Appalachia HIDTA Task Force, FBI, U.S. Attorney’s Office, HSI and U.S. Marshals for their joint effort in this case.

This investigation remains ongoing, and additional arrests or indictments are expected to follow.
