Even though The Preserve development received final approval from the Corvallis City Council, Saving Open Space met with the developer to discuss new options. After discussions, the developer agreed to improve trail access, move lots away from the wetlands, and provide a buffer for lots that border the McDonald Forest to make it less likely that fire from the new homes will spread to the forest. He also agreed to reduce the number of lots from 41 to 37 potentially protecting more of the Oak Savannah and reducing evacuation concerns. The Oregon Department of State Lands will require the developer to move the eastern stormwater detention facility out of the riparian zone. The agreement from the developer is legally binding. SOS agreed not to appeal the City of Corvallis's approval of the development.

On May 2, the Corvallis City Council voted 8-1 to approve the annexation and tentatively approve the rezoning and subdivision for The Preserve (ANN-202101/ZDC-2021-02/SUB-2021-04. Councilor Tracey Yee (Ward 8) was the nay vote for annexation and subdivision. The tentative approval is based on completing the final plat map and ordinance changes, and final Council approval will be held in June.

Happy Spring Snow Day!

As of Monday, April 11, all Surrebuttals to The Preserve annexation are on file with the City of Corvallis, Planning Department. The City Council will evaluate all submissions to the application for The Preserve (ANN-2021-01/ZD-2021-02/SUB-201-04). The next Council meeting for deliberation is on May 2. Interested parties can find all submissions on the City of Corvallis website.

The City Council heard from the community on March 21. Nearly all the verbal testimony urged the Council to deny the developer's applications. The predominant theme was how this development increases wildfire risk in the McDonald Forest and northwest Corvallis. Several speakers worried that the increased threat of fire is made worse by the threat of climate change and inadequate evacuation routes. The written testimony was similarly overwhelming opposed to the development. The Council appeared to be attentive and asked thoughtful questions. The record remained open until March 28. At that time, the developer is allowed to provide written responses. After that, there will be one last opportunity for the community to be heard. A Council decision is scheduled for May 2, 2022.

The attached side-by-side photos show an oak tree in the McDonald forest and a similar oak tree on The Preserve property next to the trail from Goldfinch Drive to Honeysuckle Drive. This tree would likely be removed to allow for the road and houses. Do you wonder what wildlife will be destroyed?

The Corvallis City Council held its meeting last night (3/21) to hear the issue on “The Preserve.” The record has been kept open for an additional week for Councilors to review additional documentation. This means you have another week to submit written testimony to the City Councilors. Please email those letters to Carla Holzworth, City Recorder [email protected]. Be sure to reference The Preserve, ANN-2021-01/ZDC-2021-02/SUB-2021-04.

We are fortunate to live in the beautiful town of Corvallis surrounded by natural open spaces. Sadly, developers are destroying much of the open space and access to McDonald Research Forest. We have organized to oppose the annexation and development of 41 acres of open space between the current northwest boundary of the City of Corvallis, Chip Ross Park, and the McDonald Research Forest.

We need your help! On March 21, the Corvallis City Council will be hearing arguments for and against the development. Let your voice be heard! Let’s stop this development from destroying more than 160 trees, risking trail access to the McDonald Forest, destroying wildlife habitat, and creating a significant fire risk.
