EES is a non-profit organization with membership from Government and Community members from Chemung, Schuyler and Steuben Counties, that has been in existence for better than 30 years. EES provides information to municipalities regarding weather and flooding through our Flood Warning Service. We have a system of gauges and weather stations that will give accurate readings of rainfall and stream/ri
ver heights, and from these we can better estimate when and where flooding may occur. When there is an incident involving Hazardous Materials, we have a dedicated group of professionals with chemistry backgrounds called the Chemical Hazard Information Team (CHIT) that will assist fire departments with response information. CHIT helps to identify the hazards associated with chemicals- i.e. if a chemical will react if exposed to water, or what will occur when 2 or more chemicals mix. Our Public Information and Education Committee makes presentations to community organizations and school aged children, both in and out of school, to help them understand how flooding can occur and what we can do to help prevent flooding, or reduce the damage floods can create. We also keep up on weather and environmental issues and are a voice for our counties and residents with both the State and Federal governments on issues such as removing river gauges, storm water regulations, and the certifying of levees issue. We also assist municipalities which participate in the Community Rating System (CRS) to lower their National Flood Insurance Rates for their residents.
