These meetings where people exchange ideas, information and experience ultimately provides a more complete and nuanced view of the other’s perspective. It’s a valuable and important way to build stronger international ties. This is citizen diplomacy.

For our next program, Global Ties Miami welcomed an international delegation of 15 health officials for the “U.S. Health Leadership” program, highlighting how U.S. policies, innovative technologies, and public-private partnerships advance health priorities. The program showcased best practices in outbreak prevention, supply chain optimization, and interagency coordination, while strengthening global health systems and expanding opportunities for American health businesses abroad.

For their first meeting, the delegation met with Dr. John-Paul Mutebi, Division Chief, and Michael Mut, Public Information Officer of the Miami-Dade County Mosquito Control & Habitat Management. The discussion focused on how data management, modeling, and interagency coordination support early detection and rapid response to mosquito-borne disease threats.

The participants learned about the Division’s Integrated Vector Management approach, which combines surveillance, targeted control measures, and public outreach to prevent the spread of diseases such as Zika, dengue, and West Nile virus in a high-risk, globally connected region.

For their final meeting, the “Energy as an Economic Driver” delegation met with Miami-Dade County Commissioner Juan Carlos "JC" Bermudez to discuss plans for what is expected to be the largest waste-to-energy facility in the United States and its economic impact on the region. The conversation highlighted how large-scale energy infrastructure can serve as an economic development tool and promote public-private partnerships at the local level. Delegates also gained insights into municipal governance, regional policy, and strategies for advancing efficiency, transportation, housing, and international trade initiatives in Miami-Dade County.

We thank Commissioner Bermudez for sharing his expertise and perspectives on innovative local energy projects and regional development. Special thanks to his District Director, Michael Fresco, as well as Natasha Santos and Marcia Monserrat for helping make this meeting a success.

For the first program of the March, Global Ties Miami welcomed an international delegation of 10 energy experts from Europe for the “Energy as an Economic Driver” program, focusing on how U.S. energy policies, partnerships, and technological innovations support economic growth, strengthen energy independence, and promote global stability.

For their first meeting, the delegation toured the FPL Center for Intelligent Energy Technologies (InETech) at Florida Atlantic University, where they met with Dr. Yufei Tang, Director of InETech. The session focused on intelligent energy technologies, including artificial intelligence applications for power systems, renewable energy integration, and grid optimization.

Delegates learned about the center’s innovative research in smart grids, data analytics, and emerging energy technologies, as well as its efforts to support workforce development and foster industry collaboration. The discussion highlighted how InETech is advancing the energy sector through cutting-edge research and practical solutions for modern power systems.

To conclude their time in Miami, the “American Excellence in STEM” delegation visited the Alan B. Levan NSU Broward Center of Innovation at Nova Southeastern University for a tour and overview of its entrepreneurship and technology initiatives. As a public-private partnership with Broward County, the Center serves as a hub for innovators, startups, and growing companies across South Florida.

During the visit, participants explored how the Center supports business development from ideation through expansion, providing mentorship, strategic guidance, and access to resources that strengthen the regional innovation ecosystem.

The “American Excellence in STEM” delegation visited the University of Florida Institute of Food and Agricultural Sciences Tropical Research and Education Center (TREC) and met with faculty from UF/IFAS Extension Miami-Dade County, including Dr. Edward Evans, Dr. Pamela Aracena Santos, Dr. Haimanote Bayabil, and Dr. Geoffrey Meru. The discussion explored how scientific innovation is advancing agricultural productivity and sustainability in tropical and subtropical environments.

Participants learned about applied research in water resource management, crop genetics, and more, followed by a tour of TREC’s agricultural fields with Jeff Wasielewski. The visit highlighted the role of the Extension Office in translating research into practical tools that support growers, strengthen food systems, and promote long-term environmental resilience.

Following their meeting with the Office of the President and the Executive Leadership at Miami Dade College, the “American Excellence in STEM” delegation had the opportunity to visit the STEM facilities at the school, including the Cybersecurity Center of the Americas, the AI Center, Miami Animation & Gaming International Complex (MAGIC), the Natural Sciences Labs, and the Maker’s Lab, to explore programs preparing students for careers in STEM. The tour kicked off with a presentation by Marice Diaz on innovations fueled by grant-funded initiatives at MDC Wolfson.

Discussions highlighted comprehensive pathways ranging from foundational training to advanced degree programs, designed to meet growing workforce demands. The experience underscored the College’s hands-on approach to building technical expertise.

For their next meeting, the "American Excellence in STEM" delegation met with the Office of the President and the Executive Leadership at Miami Dade College, including President Madeline Pumariega, Dean Pamela Fuertes Berti, Vice President and Chief of Staff, Maryam Laguna Borrego, Executive Director of Emerging Technologies, Pedro A. Santos Acosta, and Vice President of Innovation & Technology Partnerships, Antonio Delgado. The discussion examined the College’s strategic initiatives to expand access to high-quality STEM education and innovative technical training.

Leaders highlighted how Miami Dade College integrates industry collaboration, community engagement, and emerging technologies into its academic pathways, providing students with hands-on experience aligned with workforce needs. For our final February program, Global Ties Miami welcomed 13 visitors from across the Western Hemisphere as part of the “American Excellence in STEM” project. The delegation explored U.S. innovation and leadership in science, technology, engineering, and mathematics (STEM), engaging with experts in research, education, and public policy.

A special “thank you” to Todd Rose, International Visitor Liaison and U.S. Department of State Contractor, for accompanying the “American Excellence in STEM” delegation throughout their time in Miami. Todd represented Global Ties Miami at all of the meetings, and showed the warm South Florida hospitality to the visitors.

For their first meeting, the delegation met with Gary Moore, Manager of Kaseya’s comprehensive certification program, Kaseya University, to learn about the company’s Remote IT and Security Management (RITSM) Certification Program. The discussion highlighted how industry-driven training, featuring real-world simulations and both foundational and advanced coursework, equips participants with practical, job-ready skills in IT and cybersecurity.

Participants also explored Kaseya’s broader role in strengthening cyber resilience through AI-powered IT management, endpoint security, and data protection solutions. The conversation underscored the importance of workforce development initiatives that prepare professionals to meet the demands of an increasingly complex digital landscape.

For his next meeting, Mr. Hibino met with Erik Salna, Meteorologist and Associate Director of Education and Outreach at Florida International University’s International Hurricane Research Center and Extreme Events Institute.

The visit included a tour of the NSF-NHERI Wall of Wind, showcasing state of the art wind simulation experiments and their role in informing building codes and disaster mitigation practices. Mr. Salna also shared insights into the innovative research being conducted at the institute, alongside their public-private partnerships.

We thank Mr. Salna and the Wall of Wind research team at FIU for providing an in-depth look at innovative approaches in investigating and reducing the impact of extreme weather events.
