Before a few dozen families, all caring for at least one child with immense medical needs, lawmakers said what the parents had been hoping to hear for more than two years.

“We hear you. We're rolling up our sleeves," said Plano Rep. Jeff Leach, a far-right Republican and notable addition to the strange political bedfellows working to fix problems with the state's privatized Medicaid system known as managed care.

CHILDREN BELONG AT HOME
Although this is the story of one child in Florida, make no mistake: this is also happening in Texas. Disability Rights Texas is currently moving forward with a lawsuit to address the thousands of young people currently residing in nursing homes who are unable to obtain the assistance necessary to live in the community.

"How nursing homes became the residence of choice for severely challenged children is at the core of the Justice Department’s battle with the state. Florida, the DOJ said in a letter, “has planned, structured and administered a system of care that has led to the unnecessary separation and isolation of hundreds of children in nursing facilities.”

Agency administrators have “systematically” cut services for parents, making it almost impossible for them to care for their sick children at home, the letter says. At the same time, they’ve agreed to pay nursing homes a more generous rate for children than for elders, creating an additional incentive."

“Nursing homes are not a place for children,” said Dr. Gwen Wurm, who teaches clinical pediatrics at the University of Miami’s Miller School of Medicine. We should be doing all we can to keep children in a family setting,” added Wurm.

“State policies and practices have favored institutional care at the expense of community-based services,” the letter said.

Some children, the Justice Department said, “have been in a facility for a decade or longer, including some who entered a facility as toddlers.”

Pain & Profit: Texas health agency beefs up oversight of Medicaid companies as House inquiry begins

AUSTIN – The state agency charged with providing health care to millions of vulnerable Texans will hire about a 100 new regulators, including nurses to check on patients in their homes, after The Dallas Morning News investigation exposed how private companies make billions while they deny or delay crucial services and medical equipment.

Those new jobs, along with more than $7 million a year to increase oversight of companies, come as top health officials prepare for a legislative investigation, which begins Wednesday.

That joint-committee investigation is led by Rep. Sarah Davis, the Houston-area Republican who chairs the General Investigating and Ethics Committee and the subcommittee that guards the purse strings for the sprawling health and human services Texas Health and Human Services Commission. That agency pays private companies about $22 billion a year to giant companies and a few small non-profits under what's called "Medicaid managed care."

"On Thursday my Down's Syndrome daughter will celebrate her 5th Wedding anniversary. She went to special needs school throughout her education and when she left school spent two years at college, again special needs. She managed to get a work experience placement in Tescos and they kept her. She has been working there for 14 years. She met her husband there and they both have a mortgage in their own right. It is learning disability week and for me that means 'things are and have changed but we still have a long way to go' "

Happy anniversary Louise ! I hope life gives you nothing but open doors and love.
Learning disability week is about showing that people with learning disabilities are PEOPLE first.

Send us your stories, and we will share them.
