We’re proud to share that Jeanne Ryer, former Director of New Hampshire Citizens Health Initiative at the Institute for Health Policy and Practice, was recently honored with a Legacy Award from the Bi-State Primary Care Association.
This recognition celebrates Jeanne’s enduring impact as a co-founder of Bi-State PCA and her decades of leadership advancing access to primary care and improving health systems across New Hampshire and Vermont.
Jeanne’s work has shaped partnerships, strengthened communities, and inspired so many in the field. We’re grateful for her leadership and thrilled to see her legacy recognized in this way.

This week, we’re celebrating Cadence, Lia, and Tess as they graduate and take their next steps into higher education.
During their time with the Institute for Health Policy and Practice, they supported social media, research, event planning, project work, and so much more, gaining valuable hands-on experience while making a meaningful impact on our work. We’re truly grateful for all they contributed.

This month, we’re proud to highlight the impact of learning, collaboration, and research through the work of our partners at the University of Vermont Center on Rural Addiction (UVM CORA).

📍 April 9–10 | Burlington, VT
On April 9 and 10, 2026, UVM CORA hosted our 5th Opioid and Substance Use Treatment Training Scholarship Program at Hotel Vermont in Burlington. Representatives from four dedicated primary care practice in rural New Hampshire —Ammonoosuc Community Health Services, Keady Family Practice, Life Long Care, and S**o River Medical Group—joined us for a two day scholarship training led by UVM CORA subject matter experts on evidence-based topics focused on expanding knowledge and confidence in Medication for Opioid Use Disorder (MOUD) Prescribing, Motivational Interviewing, and Co-Occurring Substance Use and Mental Health Disorders.

We’re also celebrating a new publication by Gail Rose, Steve Crosswhite, Kelly Peck, Sarah Heil, and Stacey Sigmon that advances understanding of intranasal naloxone distribution in rural communities, a meaningful contribution to overdose prevention and implementation science.

This week, the UNH Institute for Health Policy and Practice convened health, legal, and policy leaders for our Health Law & Policy Roundtable, Illuminating the Path: Strengthening Healthcare Consumer Protection & Access.
The half day discussion explored healthcare consumer protection from the perspective of health insurance literacy across the lifespan. The program featured a panel led by Deborah Fournier, Director of Health Law and Policy and the Center for Analytics at IHPP, and a facilitated working discussion guided by Molly Umana, Project Director at IHPP. Together, participants identified shared challenges, gaps, and opportunities to strengthen consumer protections and access across New Hampshire.
Panelists included Marc Fournier, Executive Director of Human Resources at USNH; Christine Griffin and Melissa Gutierrez of The Community Action Program Belknap Merrimack Counties, Inc.; and Mary Moynihan of Goodwin Community Health who expertly described the variety of health insurance literacy needs they see among enrollees in employer sponsored self-funded insurance, those transitioning to Medicare, and those purchasing on the individual market.
We’re grateful to our IHPP colleagues Mark Bonica, Susy Hawes, Sam Leiper, and Erica Plante for supporting the event and ensuring a productive, welcoming space for dialogue.
In keeping with IHPP’s commitment to community wellbeing, Susy Hawes donated the leftover food from the roundtable to the , extending the impact of the day beyond the meeting room.
