Now she’s about to rappel 300 feet down a building for ABLE NH.

What happens when school choice policies move forward without strong protections for students with disabilities?

Executive Director, Dr. Louis Esposito, joined New Hampshire Has Issues to discuss open enrollment, disability rights, educational inclusion, and why disability voices must be part of the conversation when education policy is being shaped.

At ABLE NH, we believe students with disabilities deserve the same opportunities as everyone else, but opportunity must be accessible, equitable, and backed by meaningful protections. School choice without safeguards can create new barriers for students who already face discrimination, service gaps, and unequal access to educational opportunities.

A newly revised open enrollment proposal is moving through the legislative process. While supporters describe it as expanding choice, ABLE NH remains concerned about the potential impact on students with disabilities, rural communities, and districts with fewer resources. Similar proposals have generated concerns about creating winners and losers among school districts and shifting educational opportunities based on a community's resources.

Tell your legislators that any education policy must include strong protections for students with disabilities and ensure equitable access for all learners.

TAKE ACTION: Oppose HB 1300

What happens when the needs of students grow faster than a school district's budget?

That's the question at the heart of HB 1300, a proposal that would place limits on school tax growth across New Hampshire.

But HB 1300 is confusing. Take a look at Reaching Higher's analysis here: https://www.reachinghighernh.org/content-item/552/what-this-means-hb-1300

HB 1300 would allow voters to place caps on school tax growth through a November ballot question rather than the traditional school district meeting process. While the proposal is framed as a way to control spending, schools still face changing student needs, staffing shortages, transportation costs, and legal obligations that don't always follow inflation.

For disability advocates, there is another concern.

When schools face financial pressure, inclusion is often tested. Districts may feel pressure to consolidate programs, centralize services, move students away from neighborhood schools, or reduce supports. We've seen these conversations play out in New Hampshire before.
