πŸ—οΈ Major TOD Project Coming to North San Jose: Partners with VTA at River Oaks Station

Eden Housing has been selected as the Phase 1 developer for the River Oaks Station Transit-Oriented Development at 3331 North First Street in San Jose β€” one of the most significant affordable housing opportunities in Silicon Valley in years.

Phase 1: ~330 affordable units on the southwest corner of the 18-acre site, alongside ground-floor retail and a southward extension of Riverview Park.
Full buildout potential: Up to 1,100 mixed-income homes, plus office and retail space β€” all adjacent to VTA's Blue and Green light-rail lines.
How it came together:
VTA's decision to relocate its headquarters to downtown San Jose is what unlocked the River Oaks campus for redevelopment. An economic analysis projects the TOD could generate up to $1 billion in ground-lease revenue over the life of the project β€” providing long-term, reliable funding for VTA's transit services.
Why it matters:
This project is a direct example of the transit-oriented development model California is betting on β€” public land, nonprofit housing partner, light-rail adjacency, and mixed-income density. With SB 79 taking effect July 1, River Oaks is the kind of project that will define what the new TOD landscape looks like in the Bay Area.
BIA|Bay Area will be watching this one closely as it moves through entitlements.

πŸš† Update: HCD Transit-Oriented Development Guidelines β€” What Members Need to Know

The public comment window on HCD's 2026 TOD Program draft guidelines closed May 8. But the bigger deadline is coming up fast.
SB 79 takes effect July 1, 2026.

Here's what that means: SB 79 generally overrides local ordinances and deems TOD projects meeting certain criteria an allowed use of sites near major transit stations. In the Bay Area, it applies in Alameda, San Francisco, San Mateo, and Santa Clara counties.

For developers and builders:
Projects near qualifying transit stops may be entitled to state-set height, density, and FAR standards β€” regardless of what local zoning says. Local governments can opt for alternative plans, but those require HCD review and approval.

On the funding side:
The 2026 TOD Implementation Program has been updated to connect affordable housing investment to a new state VMT mitigation bank, prioritizing location-efficient, transit-adjacent development.

With the primary less than a month away and all major gubernatorial candidates calling for TOD expansion and impact fee reform, this policy space is moving fast.
BIA|Bay Area is monitoring. Members with projects near Bay Area transit corridors should review site eligibility now.

🏠 What Did All 5 California Governor Candidates Say About Housing? Here's the Recap.
Last Friday in Oakland, five candidates running for California governor spent two hours debating one question: how do we actually fix the housing crisis?
The forum was moderated by New York Times writer Ezra Klein and co-hosted by the Housing Action Coalition, Terner Center at UC Berkeley, San Francisco Foundation, and the New York Times. Over 500 people attended β€” and the conversation is now being broadcast nationally.
Here's where each candidate stood:
πŸ—οΈ Matt Mahan (San Jose Mayor): The state should override cities that won't build and give developers by-right approval to move forward β€” no more local veto power over compliant projects.
πŸ’° Tom Steyer: Money is the lever. Fund the cities that deliver housing, cut off the ones that don't. Also supports new bond legislation to accelerate construction statewide.
βš–οΈ Katie Porter: Warned against adding prevailing wage requirements to residential construction right now β€” said it would push costs higher and slow production. Supports bond funding to incentivize local governments.
πŸ”¨ Xavier Becerra: Workers who build homes should be able to afford them β€” pushed back on the idea that labor protections and housing production are in conflict. Supports state penalties for cities that refuse to comply with approved housing plans.
πŸ›οΈ Antonio Villaraigosa: Wants to revive state housing redevelopment programs rather than impose new taxes. Also joined Mahan, Becerra, and Porter in calling out local impact fees as a major cost driver that the state needs to address.

The one thing all five agreed on: Impact fees charged by cities and counties are a significant barrier to housing production and need to be reformed at the state level.
The primary is less than a month away. California's housing policies β€” permitting, fees, zoning, state oversight β€” will be shaped by whoever wins in 2026. Stay informed.

Note: The two leading Republican candidates, Steve Hilton and Chad Bianco, were invited but declined to participate in the May 8th debate.

πŸ“‹ Development Update: Hollister General Plan 2040 β€” Adopted

After years of drafts, a successful referendum, and a full redo, Hollister's General Plan 2040 is now official.

The Hollister City Council approved the revised plan in April, following a Planning Commission recommendation after a four-hour public hearing on March 26. Two conditions were attached: allowing previously submitted project applications to proceed under the 2005 plan, and adding density flexibility for mixed-use zones β€” reflecting community feedback that a 30-unit-per-acre minimum wasn't feasible.
Implementation is already underway. On May 4, the City Council approved an updated zoning map as the next step, which takes effect 30 days after adoption.
Key changes from the rescinded 2024 version:

The revised plan reduces the sphere of influence β€” the central objection that triggered the Hollister Guardians' referendum β€” while increasing acreage within city limits, with growth directed primarily toward residential estate and low-density residential designations inside the city.
The city's Housing Element, required under its agreement with the California Attorney General, remains a parallel compliance thread to monitor.

After five-plus years of process, Hollister's growth framework for the next two decades is set. Now comes the hard part: ex*****on.
