The Teller County Board of Commissioners have scheduled a Work Session at 1:30 PM on Tuesday June 9 in Cripple Creek to discuss "Ordinance 23". Ordinance 23 will address Short Term Rental regulations. It sounds like there is not currently a draft regulation, but the Commissioners will discuss the direction they wish to go.

As a reminder, public comments or questions are not allowed at Work Sessions. The Work Sessions are not streamed nor recorded.

Attached is the presentation by Dan Swallow, Teller County Community Development Director given to the Teller County BoCC at the May 7, 2026 Work Session. Dan was tasked with analyzing STR regulations in other Colorado Counties.

The next steps in the STR regulatory process will be for the County staffers to meet individually with the Commissioners to determine their key policy positions. Depending upon the alignment, they may go directly to an ordinance draft, or possibly another Work Session. The rough timeline is to meet with the Commissioners by the end of May, and then decide next steps. Reading between the lines, I believe we may see a draft ordinance sometime in June.

There are passionate opinions on both sides of this issue.

The Teller County BoCC Work Session that was planned for today focused on Short Term Rental Subject Matter Expert testimony has been cancelled.

This is the second consecutive Work Session that was tentatively part of the STR SME learning process laid out by the BoCC in January that has not been scheduled.

We understand that the regulatory process can be fluid, and that dates may change. However, in the spirit of transparency, we respectfully request that the Teller County BoCC communicate a revised plan for the STR regulatory process including Work Session dates and topics, and then keep it current so the citizens on both sides of this issue can effectively participate in this process.

A quick note to all Colorado Springs Short-Term Rental Alliance Facebook Group Members.

The purpose of this post is to let you know that a new Chapter of the Colorado Short-Term Rental Association (COSTRA), the Pikes Peak Short Term Rental Alliance (PPSTR) has been created to advocate for reasonable and appropriate STR regulations and operations in El Paso, Teller, Chaffee, and Park Counties.

In Teller County, the Board of County Commissioners (BoCC), is exploring potential STR regulations that could impact STR operations. They are conducting Subject Matter Expert Work Sessions for the next few weeks and will likely introduce an ordinance and fees/taxes applicable STR Operations in Teller County.

In Park County, the BoCC has produced a draft ordinance updating the STR regulations all ready in place. Additional public meetings will be conducted but no formal schedule is posted.

If you are a stakeholder in STR operations in El Paso, Teller, Park or Chaffee Counties, we strongly encourage you to join the Pikes Peak Short Term Rental Alliance Facebook group where we will keep you posted on new developments in these Counties. A quick update for everyone on the Teller County Short Term Rental regulatory process. The Teller County BoCC STR-focused Work Session originally slated for Thursday 3/12 at 1:00 PM will NOT be conducted. The Commissioners are attending a local job fair.

We request that the BoCC publish and maintain an updated plan for the STR-specific SME Work Sessions including dates and planned SME topics. Furthermore, in the spirit of a fully transparent process where the Commissioners and the Community can receive maximum educational benefit from the STR SME Work Session testimonies, we respectfully request and encourage the Commissioners to allow the public to ask questions and clarify SME comments.

As a reminder, the Regular Teller County BoCC meeting WILL be conducted at 9:15 on 3/12 at 112 N A St in Cripple Creek. Public Comments are slated for 9:40 AM. We encourage Teller County STR Stakeholders to make your voices heard by telling your story and how inappropriate or bad regulations could impact your business, your finances, and your lifestyle.

The Teller County BoCC has posted their Work Session agenda for Thursday February 26. The Commissioners will hear from Subject Matter Experts on two topics related to Short-Term Rental Operations and potential impact in Teller County:

Search and Rescue
Emergency Medical Services

The Work Session starts at 1:00 PM and will be conducted at 112 N A Street in Cripple Creek.

The Work Sessions do not allow for any public comments.

As a reminder, the public IS invited to make comments at the Regular BoCC Meeting in same room starting at 9:15 AM - public comments are scheduled for 9:40 AM. We invite and encourage anyone who supports Short Term Residential Rental operations in Teller County as an owner, manager, cleaner, service provider, or community member who benefits from STR operations to make your voice heard.

The upcoming Regular BoCC meetings where you can make Public Comments are 2/26, 3/12, 3/24, and 4/9. There will be Work Sessions at 1:00 PM on each of those dates where we anticipate additional STR Related testimony from Subject Matter Experts.
