Big news for community solar! Last week, Gov. Wes Moore announced $43 million in statewide projects through the Maryland Energy Administration Community Solar LMI-PPA Grant Program. Once completed, the 69 grant-funded projects will deliver discounted power to more than 4,800 low-income households—with subscribers receiving at least 25% off electricity.

This move by the Governor is another demonstration of why is a leader in . Through sustained investment in its environmental agencies, our state continues to set the standard.

Starting a clean energy project can be challenging for municipalities—luckily, we have you covered! Join the Maryland Clean Energy Center and the Center for Climate Strategies for an introductory webinar covering the Maryland Clean Energy Resilience Toolkit, a new resource designed to help communities plan and implement clean energy and resilience projects.

Great news to end the week! We just finalized a $150,000 term loan through our C3 Fund to support JJ Innovative Materials (JJIM) in its transition from small-scale prototyping to mass production of its proprietary .

Founded by a team of engineers and materials scientists from The Johns Hopkins University, JJ Innovative Materials developed GeoTiles—which are 95% recycled and sustainably manufactured—to address the significant environmental footprint of the construction industry.

The $150,000 loan will be utilized for sensor-automated systems, equipment integration, and the development of a second-generation manufacturing system. This new line is designed to increase throughput and production efficiency while operating on 100% electrified equipment. The project also allows the company to insource processing roles, creating new green manufacturing jobs within the city of Baltimore.

RFI: Residential Financing Program (September 2026 Launch 🚀)

MCEC is seeking input on a proposed residential financing program that aims to accelerate rooftop solar and battery energy storage system adoption across . This market-input exercise will help inform the program's design and administration.

The fund would utilize $3,000,000 to $5,000,000 from our Climate Catalytic Capital Fund to lower borrower costs, leverage private capital, and support contractors in an effort to expand access for low- to moderate-income households.

The secret is out! The Town of Chestertown has officially announced the construction of an MCEC-supported 2.2 MW dual-array project that will power the town's municipal operations and deliver affordable electricity to residents via community solar. That is HUGE.

We are proud to have helped develop this project from the ground up. Our Procurement & Technical Assistance team worked with Chestertown leaders to review their goals and navigate procurement, contract award, utility interconnection, and construction contract management.

Our Finance team then helped carry the project over the line, providing a $1.5 million bridge loan for early mobilization through the Climate Catalytic Capital Fund and a $6 million in tax-exempt financing from Maryland Clean Energy Capital Program (MCAP) for repayment of the bridge loan and funding of the construction costs.

Once operational, the installation will contribute 1.2 MW to municipal operations and 1.0 MW for community solar, resulting in expected annual savings of $400,000 for Chestertown and 10-20% on electricity bills for residential participants.

This project is a powerful demonstration of what is possible when combining MCEC project management services and financial products. Thanks to the efforts of local leaders and coordination between Chestertown, GreenGen, Maryland Energy Administration, and MCEC, the project will deliver long-term energy cost stability for residents, increase the town’s energy independence, and drive environmental and economic value for the community.

Finance Team on Fire 🔥 We're thrilled to announce the closing of a $43 million Maryland Property Assessed Clean Energy (MDPACE) transaction that will support efficiency measures for the planned Marriott at Carroll Creek in downtown Frederick—the largest C-PACE deal in history!

The 30-year, fixed-rate financing was provided by Nuveen Green Capital and will help the property's developer, Plamondon Hospitality Partners, fund:

đź§Ą High-Performance Building Envelope
❄️ HVAC Systems
đź’ˇ LED Lighting
đź’§ Water Efficiency

The improvements are projected to save more than 193,000 kWh of electricity and 1.4 million gallons of water annually, reduce greenhouse gas emissions by 176 metric tons of COâ‚‚e per year, and deliver more than $2 million in life-cycle cost savings.

By incorporating MDPACE into the project’s capital stack, the development team accessed long-term private capital for permanently affixed energy efficiency and water conservation improvements – capital that would otherwise have required higher-cost mezzanine debt or sponsor equity. The structure preserves senior debt capacity while financing improvements that materially reduce long-term operating costs and emissions over the life of the building.
