Baltimore County Public Schools referred 379 cases to us last year. That's two referrals for every day of the school year and a clear signal of how under-resourced schools are when it comes to conflict resolution.

Teachers are managing full classrooms, compliance requirements, and the emotional needs of dozens of students at once. Structured, multi-party conflict resolution requires time and specialized training that most schools simply don't have.

The Conflict Resolution Center of Baltimore County exists to fill that gap. Our facilitators spend roughly 10 hours preparing each case before anyone sits down in the same room. The result: a 96% resolution rate, sustained six months later.

When conflict goes unresolved, it doesn't stay in school, it spreads into families and communities and can persist for years.

Meet Ashley!

Ashley Fox walked through our doors as an intern in 2021 and has been a core part of the CRCBC family ever since. As a Community Conferencing Facilitator, Ashley brings real expertise (M.S. in Conflict Management, B.A. in Sociology) and real heart to every case she touches.

Her favorite part of the job is helping people in the Baltimore community find their voice, and use it! Outside of work, she really values quality time with friends and family.

We want to share with you what happens before a community conference even begins.

Anthony, a Community Conference Facilitator with CRCBC, puts it best:
"There is a lot of behind-the-scenes prep work that often goes unnoticed… it really is a bulk of the time that we spend on these cases."

From coordinating schedules and logistics, to individually prepping students and family members, to ensuring every participant feels ready to share their story, our facilitators are doing the heavy lifting long before anyone enters the room.

On average we receive 379 referrals per year from the Baltimore County school district and spend an average of 10 hours of prep work per conference. That's nearly 3,790 hours spent behind the scenes each year. We do this work even before a single conference begins.

And when that prep work is done with care, the process becomes what Anthony calls "a very organic, natural experience" for the families we serve.

This is the work that changes people lives.

Meet Linda!

Linda Cowan-Brown joined CRCBC as a Facilitator in November 2010 and hit the ground running, facilitating over 30 successful Community Conferences in her very first year!

She came to us with a deep background in human services, spending the majority of her career working with youth and their families. That experience has proven to be an incredible asset in her role at CRCBC.

Linda sees Community Conferencing as an exciting and unique way to work through problems and conflict, and that passion shows in everything she does. We're so glad to have her on the team!

Almost every school day in Baltimore County, the Conflict Resolution Center of Baltimore County receives two referrals for students who need help navigating a conflict that has grown too big to ignore.

That's 379 referrals a year.

Every single one of them represents a situation that, without intervention, doesn't just stay inside a school building. Unresolved conflict follows students home. It pulls in siblings, parents, and neighbors. It spills into communities, festers over months and years, and can escalate into something far harder to undo. We've seen disputes that started between two students in 4th grade still burning in 8th grade, because no one stepped in to help those families find a way through.

The Conflict Resolution Center of Baltimore County steps in. We meet with students, parents, and entire families. We listen, we prepare, and we create space for people to be truly heard, often for the first time.

And 96% of the time, those families leave with a resolution that holds, not just in the school hallway, but in the neighborhood, and in the years ahead.

From understanding your personal conflict style, to managing anger, examining the assumptions we carry, and exploring how to repair what's been broken. The participants in the room showed up ready to dig in.

When a conflict between students arises, we’ve seen the result of situations when students are punished and pushed out instead of supported. Everyone feels it - in the classrooms, at home, and the broader school community. Community conferencing and mediation offers a different path. One that keeps families engaged, gives every student a voice, and treats each person as capable of accountability and growth.

There's a moment we call The Shift.

It's the instant a tense room changes. When someone speaks honestly, everything opens up.
We witnessed it with two students and their families. What began as an ongoing conflict and a family feeling unheard ended with both parents exchanging numbers and leaving with something they didn't have before: a connection.

This is the heart of the work we do at the Conflict Resolution Center of Baltimore County. Partnering with the schools in Baltimore County, we’re able to incorporate methods that introduce ways to resolve conflict. Not through punishment, but conversation. By creating space for students and families to be heard, take accountability, and move forward together.

When students feel supported and conflicts are resolved together, the entire tone of the school environment shifts and becomes safer for everyone.
