Warren County Winterfest was formally organized in 1993 by the Warren County Commissioners, Warren County Recreation Authority and various volunteer organizations when the Jim Lobdell Memorial Sled Dog Races (started in 1979) were merged with the Winter Carnival at Chapman State Park. During one weekend in late January, a variety of family-fun activities and competitions are held at the park. Wint

erfest is also when the Pat Shine Memorial Polar Bear Plunge is held at the park. At past Winterfests, the Bureau of State Parks estimated as many as 13,500 visitors came to to the park.
