Tell Congress and the White House to oppose the Faster Labor Contracts Act! The FLCA is expected to be up for a vote on the House floor tomorrow, June 9. Please contact your lawmakers if you haven't done so already.

The FLCA is a key component of the controversial Protecting the Right to Organize Act (PRO Act) and one of organized labor’s top legislative priorities. If signed into law, the bill would fundamentally upend how labor contracts are negotiated in America. Instead of allowing employers and employees to voluntarily reach agreements, the bill would impose binding interest arbitration, giving federal arbitrators sweeping authority to dictate the terms of private-sector contracts.

Delfin said last week that it has reached a $5 billion final investment decision on the first phase of a floating LNG export project in Louisiana, saying it will be the first floating liquefaction facility operating in the United States. Pipeline & Gas Journal has the story.

"Delfin said the project has secured all major permits and licenses required to begin construction. The company has also executed construction agreements with Samsung Heavy Industries and Black & Veatch for development of the first floating LNG vessel.

"'Securing FID for our first FLNG vessel is a significant milestone for Delfin and for U.S. LNG infrastructure development,' CEO Dudley Poston said in a statement.

APCA forcefully opposed the Faster Labor Contracts Act (H.R. 5408) in a June 4 letter to the entire U.S House of Representatives. Bill supporters are attempting to advance the bill through a discharge petition, a rare legislative maneuver that forces a bill out of committee and onto the floor for a vote, bypassing House leadership and committee chairs.

"APCA views this effort as a clear attempt to circumvent committee jurisdiction and compress consideration of a major structural change to the National Labor Relations Act (NLRA) into an expedited floor process without the benefit of full committee vetting, stakeholder input, or a Congressional Budget Office analysis," the letter read.

"Substantively, the FLCA would replace the NLRA’s established good-faith bargaining framework with a federally mandated timetable culminating in binding interest arbitration. Under current law, the bargaining process is intentionally flexible, allowing employers and unions to negotiate terms that reflect industry-specific realities, including capital structure, project cycles, and workforce requirements. That framework is reinforced by existing National Labor Relations Board enforcement mechanisms in cases of bad-faith bargaining."

Your U.S. House Representative needs to hear from you! The U.S. Senate passed the PIPELINE Safety Act on April 29, urging states to implement stronger damage prevention programs and to improve enforcement of one-call laws. And now the House needs to act to pass one of the bills moving through the chamber: the PIPES Act or the Pipeline Safety Authorization Act of 2026.

The need for action is urgent. According to CGA Connect data, buried utility lines are damaged nearly 200,000 times annually—approximately once every three minutes—causing more than $30 billion in economic damage each year while disrupting communities and threatening public safety.

Congress has an important opportunity this year to advance meaningful underground damage prevention reforms as part of pipeline safety legislation and/or broader surface transportation reauthorization policymaking.

Williams began construction on its long-delayed Northeast Supply Enhancement project last month, looking to add natural gas capacity across Pennsylvania, New Jersey, and New York. Chris Newman reports for Natural Gas Intelligence.

"With federal and state permits secured, NESE is on track to enter service by the fourth quarter of 2027.

"Williams CEO Chad Zamarin said the expansion marks the first addition of new natural gas supply into downstate New York in more than a decade.

President Donald J. Trump last week granted a Presidential permit authorizing the construction of cross-border pipeline facilities for the proposed Bridger Pipeline Expansion in Montana, reviving part of the Keystone XL, the stalled crude oil project linking Canadian supply to U.S. infrastructure. Pipeline & Gas Journal has the story.

'The authorization covers a 36-inch-diameter crude oil pipeline segment extending from the international boundary to the first shut-off valve or pumping station within the United States. The line is designed to transport crude oil and petroleum products, including gasoline, diesel, jet fuel and natural gas liquids, but excludes natural gas regulated under the Natural Gas Act.

"The broader Bridger Pipeline Expansion is expected to move up to 550,000 barrels per day of crude from Canada into the U.S., where volumes would connect with downstream systems for refining and export."

TC Energy this week approved a $1.5 billion expansion of its Columbia Gas Transmission system, looking to increase natural gas capacity to meet rising demand. The system extends from New York state to the Midwest and Southeast and connects major natural gas basins and markets. Pipeline & Gas Journal has the story.

"The project, known as the Appalachia Supply Project, is designed to add up to 0.8 billion cubic feet per day of incremental capacity, with an anticipated in-service date in 2030. The expansion is backed by a 20-year take-or-pay contract with an investment-grade utility, providing long-term revenue certainty.

"TC Energy said the project will extend its reach into a high-growth corridor serving power and industrial demand, as electricity needs continue to rise across the U.S. heartland."

At the Annual APCA Convention last month in Bonita Springs, Fla., the association inducted two industry stars into the APCA Hall of Fame: labor attorney Greg Guidry, Ogletree Deakins, and APCA Past President Mark O'Roke, Sunland Construction, Inc.

Guidry has been labor counsel for APCA and many of its members for more than 40 years, and he presents an Employment Law session at every APCA meeting and writes a quarterly column for APCA's Pipeline Contractors Journal.

Of O'Roke, who passed away in 2020, APCA Executive Director Tim Wagner said, "Mark was the kind of leader any organization or family hopes to have. He followed through. He listened deeply to those around him and found brilliant solutions to difficult problems for which he rarely took any credit. He never elevated himself above others or flaunted his achievements. He demonstrated discipline and humility and had a sense of humor that could lighten any situation."



Serving as a national association of merit shop pipeline and station contractors, APCA was founded in 1971 as a regional alliance to promote the mutual interests and address industry concerns of its members and associates.

Before the project to replace the Bourne and Sagamore Bridges on Cape Cod, Mass., can begin, some 3 miles of existing natural gas pipelines must be removed and a new 3.4-mile, 16-inch gas line must be built under the Cape Cod Canal. The project also includes removing two metering and regulating stations and adding four new stations. Susan Vaughn reports for the Cape Cod Times.

"'The total mileage of construction for this project is 6.3 miles, which includes the 2.2 miles of new 16-inch diameter pipe connecting the mainland to Cape Cod, under the Cape Cod Canal,' [Enbridge, Inc., spokesperson Melissa] Sherburne said. 'Additionally, it includes the .35 miles of construction on the mainland to accommodate new bridge abutments, which includes the horizontal direction drilling under the Sagamore Bridge on the mainland side of the canal.'

"'We’re now surveying the area to make sure nothing is in the way,' an Enbridge adviser for stakeholder engagement said in an April 3 phone interview. 'We’re now making sure we have the right path.'"



Natural gas lines that serve Cape Cod will be moved to make way for new Sagamore and Bourne bridges in a $301 million project.
