Community Housing Improvement Program, Inc. CHIP is a non-profit providing affordable housing and related services to Northern California. This institution is an equal opportunity provider.

CHIP serves seven counties in California’s north central valley. Although CHIP no longer does rehabilitation CHIP continues to build single-family self-help housing. In addition, CHIP builds affordable multi-family housing, manages the properties it builds as well as properties owned by others, and has raised money for water and sewer projects. CHIP has constructed more than 2000 units of housing

in Northern California and the agency has been acknowledged as an innovator and leader, particularly on rural housing issues.

🎉We are so grateful to North Valley Community Foundation () and the NVCF CARES Youth Advisory Council for investing in youth leadership and wellness across our communities!🏡

Teen Youth Leaders in Residence is a new youth-led leadership and wellness program serving teens at two CHIP apartment communities in Butte County. This program empowers teens to design and lead activities for younger residents, centering youth voice, leadership development, and peer connection as key strategies to strengthen mental health and community belonging.

With support from the Youth Action Project Mini-Grant Program, youth in CHIP communities will gain valuable skills, strengthen relationships, and play an active role in shaping their communities!

The Youth Advisory Council is a leadership initiative within NVCF Cares that amplifies youth voices in addressing pressing community issues, with a focus on youth mental health, empowerment, and community development. The Youth Action Mini-Grant program is designed to support grassroots efforts that promote youth mental health, wellness, and social connectedness in Butte County. 🔑✨Join us in congratulating these incredible families! CHIP is honored to be part of their journey home.

The Orland Park Estates key ceremony welcomed 8 families home, marking another step toward completing this vibrant neighborhood and creating lasting stability in Glenn County.

We were proud to celebrate as Self-Help Housing homeowners received the keys to the homes they built—side by side with their neighbors—and certificates of recognition from Congressman James Gallagher and District Representative Tasha Weaver. We were also honored to hear from Bryan Anguiano, the USDA Rural Development California State Director as well as Ariana Garcia de Anda, one of CHIP’s 2026 Housing Educational Success Scholarship recipients and the daughter of self-help homeowners.

At Orland Park Estates, this growing community includes 64 homes designed for working families, where participants contribute up to 30 hours of labor each week to build not only their own home, but each other’s. Through CHIP’s Self-Help Housing program, homeownership becomes possible with no down payment, affordable financing, and the power of sweat equity. However, none of this would be possible without partnerships with USDA Rural Development, the Housing Assistance Council, and NeighborWorks America.

✨We’re proud to celebrate our incredible CCRH interns, Izabella and Reihaneh, as they wrap up their time with CHIP (pictured here with CHIP CEO & President Seana O'Shaughnessy and Director of Rental Housing Development, Vanessa Guerra).

Through the California Coalition for Rural Housing (CCRH) Internship Program, emerging leaders gain hands-on experience in affordable housing and community development, helping strengthen the next generation of housing professionals.

Izabella and Reihaneh brought passion, curiosity, and dedication to their work, contributing meaningfully to CHIP’s mission to create affordable housing and build stronger communities across Northern California. We’re grateful for all they’ve accomplished and excited to see how they continue to shape the future of rural housing, community development, and access to housing opportunities.

As we near the end of NeighborWorks Weeks, CHIP is honoring the power of community and the spaces that help families thrive long after disaster. During the 2018 Camp Fire, Paradise Community Village—a place many families called home—was destroyed, displacing over 80 residents.

But this community didn’t stay gone for long. In true Paradise spirit, it was rebuilt, and in 2021, residents returned home to a renewed 36-unit apartment community! Today, spaces like this community garden are a reflection of that resilience. Here, residents cultivate fresh food, relationships, wellness, and a sense of belonging. 🌿
