The Council on Latin American Relations was first organized in 2004, by a group of graduate students from DePaul University in Chicago and a group of colleagues engaged in Latin American Relations. In 2006 C-LAR was officially registered and in 2008 became of project of a Chicago based non for profit corporation Good City Chicago. Presently C-LAR is a project of Resilience Partnership Network, NFP

a Federal 501 (C) (3) tax exempt charitable corporation. The Council on Latin American Relations; (C-LAR) is a State of Illinois non-for-profit corporation, established as a forum for citizens of the United States and its metropolitan centers and Territories. C-LAR is composed of concerned American citizens engaged in developing harmonious relations within the hemisphere. The Council on Latin American Relations; is a membership organization composed of academics, researchers, international policy professionals, legal experts, business leaders, students and concerned citizens. The member’s travel, conduct research, develop and participate in conferences and report on the present conditions in Latin America as a group or individually, in order to improve, facilitate and promote normal relations between countries in the hemisphere. C-LAR promotes, plans, and coordinates meetings, seminars, workshops, broadcast and radio interviews to disseminate findings and research outcomes to the general public. C-LAR plans, coordinates and guides missions and tours to countries in Latin America and has operated a special program in The Republic of Cuba for the last decade.
