After the collision, at 8:46 a.m., the North Tower burned for 1 hour and 42 minutes before collapsing.

On the morning of 9/11, two NYPD helicopters were dispatched to the World Trade Center complex, with a third responding by 9:00 AM. The first two were on scene before the second plane hit, and were involved in early rescue efforts and assessments. The third helicopter arrived shortly after and also participated in the response. They failed to carry out their plan.
They planned to use helicopters to drop people off the roofs, as they did during the first attack in 1993. They were circling the World Trade Center in the hope that someone would appear on the roof. They were also ordered not to evacuate from the roof. Due to the heavy smoke and fire, it was impossible to land a helicopter on the roofs. No one had yet gone outside because the emergency exits on the roof were closed. This topic was not up for discussion, said then-NYPD Chief Joseph Esposito.
