Our thoughts and prayers are with the family and friends of Nora Casper Nelms, 83, passed away February 10, 2026.

Nora was the life of long time Ruritan member Linwood Nelms and brother Butch Casper.

May she rest in peace.

Nora was born in South Norfolk, Virginia to the late James and Emma Miller Casper. Besides her parents she was predeceased by her loving husband of 59 years, Linwood L. Nelms, Jr.

Nora graduated from Oscar Smith High School. For many years she worked as a church secretary at Southside Baptist Church. She was an avid shopper. She loved working in her yard, planting flowers, and hosting events and parties at her house.

Left to cherish her memory is her loving son, Chris Nelms; daughter, Jennifer Seymour and her husband Scott; grandchildren, Alex, Ashley, and Christopher. She also had one great-granddaughter Georgia. Nora leaves behind her siblings, Butch, Debra, Dorothy, and Tony; and an Uncle Luther Casper.

The family will receive friends at Graham Funeral home & Crematory, 1112 Kempsville Road, Chesapeake on February 17, 2026, from 5 pm to 7 pm. A service to celebrate her life will be held at the funeral home Wednesday, February 18, 2026, at 11am with Pastor Amos Eby officiating. Burial will follow at Woodlawn Memorial Gardens, Norfolk.
