Today, the NEPBA family mourns the loss of one of our most beloved members, Truffle.

While she never wore a badge, Truffle faithfully served as our resident office dog, greeting members, staff, attorneys, and visitors with a wagging tail, a gentle spirit, and unconditional love. No matter who walked through our doors, Truffle made them feel welcome.

Originally rescued from New Mexico, Truffle was given a second chance at life and made the most of every moment. Her journey is a reminder that sometimes the greatest impact comes not from what we do, but from the joy and comfort we bring to others.

The halls of NEPBA will be a little quieter without her, but the memories she created and the smiles she inspired will remain with us forever.

The New England Police Benevolent Association (NEPBA) strongly opposes any proposal that would divert or expose Massachusetts public employee pension assets to increased political or economic development investment initiatives.

The pension system exists for one purpose: to safeguard the retirement security of the men and women who dedicated their careers to public service. Police officers, correctional officers, dispatchers, and countless other public employees contribute to these retirement systems with the expectation that their funds will be managed solely in the best interests of plan participants and beneficiaries.

Our members did not dedicate decades of service, work holidays, miss family milestones, and place themselves in harm's way so that their retirement security could be used as a vehicle for economic development experimentation. Pension assets are not venture capital funds, economic stimulus accounts, or political tools. They are earned retirement benefits that must remain protected and managed according to sound fiduciary principles.

Massachusetts has long maintained a professional investment structure designed to maximize returns while prudently managing risk. Any effort to alter that mission by directing pension investments toward projects based on public policy objectives rather than solely on investment merit raises serious concerns for current employees, retirees, and future beneficiaries. Reports indicate that labor organizations and retirement advocates across the Commonwealth have expressed similar concerns regarding the proposal.

NEPBA stands firmly with our members and all public employees in defending the integrity of the pension system. Retirement funds must remain focused on generating the strongest possible returns for those who earned them, not advancing government policy objectives.

We call upon lawmakers to reject any proposal that jeopardizes the independence of pension fund management and to reaffirm their commitment to protecting the retirement security of Massachusetts public servants.

The men and women who protect our communities every day deserve the certainty that the pensions they have earned will be there when their careers come to an end.

The New England Police Benevolent Association extends its thoughts and prayers to the Lawrence Police officer who was seriously injured while performing his duties during a traffic stop on Tuesday evening. According to reports, the officer was struck and dragged by a fleeing vehicle, suffering significant injuries in the line of duty.

This incident serves as a stark reminder of the dangers law enforcement officers face every day. While many people associate the profession with high-profile emergencies and violent confrontations, the reality is that even routine traffic stops can become life-threatening in an instant. Officers never know what danger may await them when they put on the uniform and answer the call to serve their communities.

Every shift carries uncertainty. Every traffic stop, domestic call, and citizen interaction has the potential to escalate without warning. The men and women of law enforcement willingly accept those risks to protect the public, often placing their own safety in jeopardy so others can return home safely.

NEPBA stands in solidarity with the Lawrence Police Department, the injured officer, his family, and his fellow officers during this difficult time. We remain hopeful for his full recovery and ask the public to keep him in their thoughts and prayers.

Incidents such as this underscore the sacrifices made by law enforcement professionals across New England and throughout the nation. The dangers of this profession are real, and they are faced each day by officers who continue to serve with courage, professionalism, and unwavering dedication.

Dan Shea is a seasoned union leader and dedicated public safety professional currently serving as Executive Vice President, as well as a Representative, of the New England Police Benevolent Association (NEPBA). With more than two decades of experience at the Middlesex Sheriff’s Office, Dan has built a career defined by leadership, service, and steadfast advocacy for the men and women working in corrections and law enforcement.

Dan began his union journey in 2008 as a steward for NEPBA Local 500, where he quickly earned the respect of his peers for his commitment to fairness and strong representation. In 2013, he was elected president of Local 500β€”a role he continues to hold today, recently re-elected to his eighth term unopposed. Under his leadership, Local 500 has grown in strength and unity, consistently prioritizing the needs of frontline personnel.

In March 2020, Dan was elected to the NEPBA Executive Committee as a vice president, and in 2023, he was re-elected as executive vice president. Since joining the Executive Board, Dan has played an active role in shaping union strategy, participating on several key committees, and helping to guide NEPBA through negotiations, organizational growth, and evolving legislative priorities. As a representative, he has directly supported approximately 500 members across multiple bargaining units, providing guidance in contract matters, grievances, and day-to-day labor relations.

The New England Police Benevolent Association (NEPBA) Local 190 has secured a significant arbitration victory after an Arbitrator ruled that the University of Massachusetts Amherst violated the parties’ collective bargaining agreement by unilaterally implementing changes to the Sergeant promotional process without a written and executed agreement from the Union.

In a decision issued on May 22, 2026, Arbitrator Eileen A. Cenci found that the University improperly altered the promotional process in February 2024 despite clear contractual language requiring that any modifications to the agreement be formally ratified and executed by both parties before taking effect.

The arbitration centered around Article 16 of the collective bargaining agreement, which preserved the existing promotional practices for the duration of the agreement, as well as Article 30, which explicitly states that no modification to the agreement is valid unless reduced to writing and executed by both the Employer and the Union.

Despite multiple rounds of negotiations and membership votes regarding proposed changes to the Sergeant promotional process, the Union never ratified or executed any memorandum of agreement. Nevertheless, the University proceeded to implement a revised process that included an assessment center component, seniority-based point calculations, and anonymous examination scoring.

The Arbitrator rejected the University’s claim that it could impose its β€œlast, best, and final offer” after negotiations reached impasse, finding instead that the promotional procedures were contractual provisions protected by the collective bargaining agreement itself and could not be changed unilaterally.

β€œThe Arbitrator’s decision reinforces a fundamental principle of collective bargaining β€” contracts matter, and employers cannot simply disregard clear contractual language when negotiations become difficult,” said Tom Horgan, who represented NEPBA Local 190 throughout the arbitration. β€œThe University attempted to circumvent explicit provisions requiring written and executed agreements before changes could take effect. This award makes clear that contractual protections cannot be erased through unilateral action or bargaining pressure.”

The Arbitrator further determined that the Union did not waive its contractual rights simply by participating in negotiations or presenting proposals to membership for ratification votes. The decision emphasized that good-faith bargaining efforts do not constitute abandonment of contractual protections.

β€œThis victory reflects exactly who the members of Local 190 are,” said Ron Scaccia, NEPBA Representative. β€œThe members of Local 190 have consistently elected an Executive Board that fiercely protects the integrity of their collective bargaining agreement and never hesitates to hold management accountable when violations occur. Throughout this process, the Union acted professionally, engaged in good-faith negotiations, and provided the University every opportunity to work collaboratively with Local 190 leadership. When those efforts failed, the membership stood united and utilized the full strength of NEPBA’s representational services to defend the contractual rights they fought hard to secure.”

As part of the ruling, the Arbitrator sustained the grievance and retained jurisdiction regarding any remedy disputes arising from the improperly implemented promotional process.

Today, the New England Police Benevolent Association lowers its flags to half-staff in honor of Boston Firefighter Robert β€œBobby” Kilduff Jr., who tragically lost his life in the line of duty while battling a fire in Dorchester.

We extend our deepest condolences to the Kilduff family, the members of the Boston Fire Department, and all who are mourning this tremendous loss. His courage, sacrifice, and commitment to protecting others will never be forgotten.
