Palmetto Community Action Partnership

Palmetto Community Action Partnership Community Action Agency serving economically disadvantaged residents of Berkeley, Charleston & Dorchester Counties with self-sufficiency & basic needs.

Formerly known as Charleston County Human Services Commission, Palmetto Community Action Partnership is a private non-profit Community Action Agency and is part of the National Community Action Partnership. We are one of 14 in the state and one of nearly 1,100 in the nation. Community Action was one of the original War On Poverty programs born of the 1964 Economic Opportunity Act. Our main office

and outreach centers provide programs which will combat unemployment, poor living conditions, homelessness, poor health and nutrition. Through its emergency, outreach and self-sufficiency programs Palmetto CAP served 13,726 individuals in 5,834 families in 2012. Palmetto CAP receives its funding from a combination of sources including federal grant initiatives (such as the Community Services Block Grant or CSBG; the Department of Energy; the Department of Labor; the Department of Health and Human Services; through the Governor’s Office of Economic Opportunity; corporate partnerships (like those with Berkeley Electric Cooperative, Charleston Water Systems, SCE&G, and more) and by way of other private and public sources. The Palmetto CAP Board of Directors is made up of private business men and women, elected government officials, and representatives from the low-income community. The Board of Directors are responsible for planning the programs’ policies, and approving the programs’ budgets. All programs are subject to funding availability and program calendars. The agency accepts financial support from the community to help provide more services throughout the Charleston area. All donations are tax deductible.
