The WVARF Team joins organizations and individuals across West Virginia in mourning the loss of Kevin Smith, who passed away on May 12, 2026.
Kevin was a powerful advocate, leader, and voice for people with disabilities throughout our state. He was the Vice Chair of the West Virginia Statewide Independent Living Council, he brought insight, dedication, and an unwavering commitment to ensuring individuals with disabilities could live with independence and self-determination.
For more than three decades, Kevin championed the rights of others while living with cerebral palsy himself. He worked tirelessly to educate lawmakers, community leaders, and the public, always encouraging people with disabilities to speak for themselves and shape their own futures.
Kevin played a pivotal role in strengthening the self-advocacy movement in West Virginia, including helping to grow People First WV and mentoring countless individuals along the way. His advocacy reached from the Capitol to local communities—whether speaking at rallies, supporting policy initiatives, or helping lead training programs that empowered others to pursue independence, employment, and community living.
His impact is lasting. The programs he helped build, the policies he influenced, and the people he inspired will carry his legacy forward.
We extend our condolences to Kevin’s family, friends, and the entire disability community. His work—and his voice—will not be forgotten.
