SB1641 PASSES ARIZONA SENATE COMMITTEE — UNANIMOUSLY!
After three years of work, SB1641 passed the Arizona Senate Regulatory Affairs Committee with unanimous support—marking an important step forward for Arizona’s h**p and cannabis industry.
At the hearing, Sully Sullivan, Executive Director of the H**p Industry Trade Association of Arizona (HITA), testified in support of the bill, reinforcing HITA’s core mission: advocating for legal, affordable, and workable pathways for our members to remain in business.
SB1641, sponsored by Senator Kevin Payne, was developed by Payne, Jonathan Udell of Full Spectrum Law Collective and Ryan Wilson of Arizona NORML through extensive stakeholder engagement, with legal insight and testimony from Timothy Sparling of Sparling Law Group and Consulting.
SB1641 creates producer licenses for cultivation, manufacturing, and extraction, offering a clear path for compliant h**p manufacturers to operate within Arizona’s regulated system—without expanding retail dispensaries. This approach strengthens regulation, restores competition, and protects jobs.
The bill addresses and resolves the flaws of the limited licensing structure within Arizona’s aging ma*****na regulatory framework. Current entrance into the Arizona ma*****na market is near impossible due to predatory contracts imposed by some dispensary license holders.
As Sully stated in his testimony:
