مساكنٌ جديدة ودعمٌ مُجتمعي للناجين من مذبحة كوجو
أربيل - تعملُ مُبادرة نادية (NI) والمُنظمة الدوّلية للهجرة (IOM) والوكالة الأمريكية للتنمية الدوّلية (USAID) معاً على توسيع نطاق الدعم المُقدّم إلى الناجين الإيزيديين من الإبادة الجماعية. وبتمويلٍ قدره 5 ملايين دولار من الوكالة الأمريكية للتنمية الدوّلية، ستُساعدُ كُلٌّ من المُنظمة الدوّلية للهجرة ومُبادرة نادية أفراد المُجتمع الذين نجوا من الإبادة الجماعية في الحصول على حلولٍ دائمة من خلال بناء وحداتٍ سكنية جديدة على مقربةٍ من البلدة القديمة إلى جانبِ تدابيرٍ اُخرى مُصمّمة لمُساعدة العائلات على الشُعورِ بالأمان وبانّهم مسموعون ومدعومون في رحلةٍ لملمة الجراحِ هذه.
كما وستدعمُ كُلٌّ من المُنظمة الدوّلية للهجرة في العراق ومُبادرة نادية جُهود تخليد ذكرى المجتمع الايزيدي من خلال تحويل بعض المواقع المُختارة إلى نُصبٍ تذكارية واجراء التدابير لحماية المقبرة حيثُ يتمّ الآن إعادة دفن رفات الأفراد المُستخرجة من مقابر كوجو الجماعية.
وافادت الناشطة الأيزيدية ورئيسة مُبادرة نادية السيّدة نادية مُراد: "لقد شهد مُجتمعي في كوجو بعضاً من أسوأ الفظائع التي عرفتها البشرية. أولئك الذين نجوا من الإبادة الجماعية ينتظرون ما يقرب من السبعِ سنوات للعودة إلى ديارهم. ولا يزال الآلاف من النساء والأطفال في عدادِ المفقودين في الأسر. والمئات من الرجال والنساء الذين قُتلوا لم يتمّ التعرف عليهم بعد. وبإنّ الناجيات من العُنف الجنسي والأمهات العازبات يُكافحنَ من أجل العُثور على مأوىٍ ودعمٍ واف." كما واردفت قائلة: "إنّني مُمتنةٌ لدعم حُكومة الولايات المتحدة للمُجتمع الايزيدي. هذا المشروعُ هو خُطوةٌ حاسمةٌ نحو تمكين العودة الكريمة لأفراد مُجتمع كوجو النازحين وتسهيل إعادة بناء حياة كريمة."
وقال مديرُ بعثة الوكالة الأمريكية للتنمية الدوّلية في العراق السيّد جون كارديناس: "إنّ الفظائع التي واجهها الناجون من الإبادة الجماعية تجعلُ من المؤلم للغاية العودة إلى المكان ذاته حيثُ وقعت هذه الأعمال المُروّعة. إنّ التشاور والمشاركة الهادفة والشاملة مع كُلّ من الناجين والمُجتمع الأوسع أمرٌ ضروري لضمان نجاح واستدامة هذهِ المُبادرة. إننا فخورون بشراكتنا مع المُنظمة الدوّلية للهجرة ومُبادرة نادية لمُساعدة الناجين من الإبادة الجماعية على التعافي وإعادةِ بناءِ حياتهم بأمان."
في الساعات الأولى من يوم الثالثِ من آب 2014، سيطر تنظيم داعش على سنجار، وهو موطنُ أجداد الأيزيديين في شمالي غرب العراق، وشرع بحملةِ إبادةٍ جماعيةٍ ضد الأقلية مُتسبباً في فرار أكثر من 90% من سُكانِ سنجار، بما في ذلك الآلاف الذين اُجبروا على الصُعود إلى سلسلة الجبال القريبة سيراً على الأقدام. وفي خلال الساعات والأيام التالية، قُتِلَ الآلاف من الأيزيديين واُخُتِطفَ أكثر من 6400 آخرين.
شهدت قريةُ كوجو، وهي قريةٌ ايزيديّةٌ في جنوبي سنجار كان يسكُنها ما يقرب من 1700 شخصا، بعضاً من أسوأ الفظائع التي ارتكبها تنظيم داعش عندما فرض مسلحون حصاراً على السكان مُطالبين اياهم إما باعتناقِ الإسلام أو مواجهة الإعدام، وعلى اثره دخل قادة المُجتمع في مُفاوضاتٍ محمومةٍ لتحديد طريقة لتمكين القرويين من المُغادرة بأمان. ولكن في الخامس عشر من آب 2014، ايّ بعد 12 يوماً منكوباً بالإرهاب، اعتقل تنظيم داعش وقتل رجال البلدة والأولاد والنساء الأكبر سناً؛ اما النساء والفتيات فقد اُخُتُطِفنَ وبُيعنَ للإسترقاقِ الجنسي.
على الرغم من أنّ القوات العراقية أعادت السيطرة على كوجو في عام 2017، إلا أنّ القرية لا تزال مهجورة؛ ولا تزال غالبية السكان تعيشُ في ظروفٍ صعبةٍ في مُخيمات النازحين في إقليم كردستان العراق. ويُعبّرُ العديد من الناجين عن رغبتهم في العودة إلى أراضيهم والى سُبلِ عيشهم التقليدية، بيد انّهم يقولون بإنّهم لا يستطيعون العودة إلى ذاتِ المكان حيثُ اُرتُكِبت الفظائع.
وقال رئيسُ بعثة المُنظمة الدوّلية للهجرة في العراق السيّد جيرارد وايت: "بانّ تدمير المساكن وفقدان سُبل العيش ونقص الخدمات الحيوية يُشكّلُ عقباتً واضحةً أمام عودة السُكان النازحين في جميع أنحاء العراق. وبالنسبة للناجين من جرائم داعش في كوجو، تُشكّلُ الصدمةُ حاجزاً إضافياً. واردف قائلاً: "لقد تأخر كثيراً اتخاذ التدابير لدعمِ الناجين الإيزيديين من الإبادة الجماعية لتحقيق حلول دائمة بُغية البدء في إعادةِ بناءِ حياتهم. ويُسعدنا العمل مع كُلّ من الوكالة الأمريكية للتنمية الدوّلية ومُبادرة نادية بالاضافةِ الى المُجتمع الأكبر بُغية الإسراع بهذهِ الجُهود."

New Housing and Community Support to Survivors of the Kocho Massacre
Erbil — Nadia’s Initiative (NI), the International Organization for Migration (IOM) and the United States Agency for International Development (USAID) are working together to scale up support to Yazidi survivors of genocide. With $5 million in funding from USAID, IOM and NI will assist members of the community who survived the genocide in accessing durable solutions through the construction of new housing units in close proximity to the old town, alongside other tailored measures to help families feel safe, heard, and supported in their recovery.
IOM Iraq and NI will also support the community’s memorialization efforts, through the conversion of select sites into memorials, and measures to protect the cemetery where the remains of individuals exhumed from Kocho’s mass graves are now being reburied.
“My community of Kocho has experienced some of the worst atrocities known to mankind. Those who survived the genocide have been waiting almost seven years to return home. Thousands of women and children are still missing in captivity. Hundreds of men and women who were killed have yet to be identified. Survivors of sexual violence and single mothers are struggling to find shelter and adequate support,” said Nadia Murad, Yazidi activist and President of Nadia’s Initiative. “I am grateful to the US government’s support of the Yazidi community. This project is a critical step toward enabling the dignified return of displaced Kocho community members and facilitating the rebuilding of a dignified life.”
“The atrocities faced by survivors of genocide make it incredibly painful to return to the exact location where these horrendous acts took place. Meaningful and inclusive consultation and participation with both survivors and the broader community are essential to ensuring the success and sustainability of this initiative. We are proud to be partnering with IOM and Nadia’s Initiative to help survivors of genocide safely heal and rebuild their lives,” said John Cardenas, USAID Mission Director in Iraq.
In the early hours of August 3, 2014, ISIS converged on Sinjar, the ancestral homelands of the Yazidis in northwest Iraq. ISIS launched a genocidal campaign against the minority group, causing over 90 percent of Sinjar’s residents to flee, including thousands who were forced to ascend the nearby mountain range on foot. Over the following hours and days, thousands of Yazidis were killed, and over 6,400 others were abducted.
Kocho, a Yazidi village in South Sinjar that was home to approximately 1,700 people, witnessed some of ISIS’s worst atrocities when armed militants placed the population under siege. Faced with an initial demand to either convert to Islam or face ex*****on, community leaders entered into frantic negotiations to identify a way to enable villagers to leave safely. But on August 15, 2014, after 12 terror-stricken days, ISIS rounded up and massacred the town’s men, boys, and older women; the remaining women and girls were abducted and sold into sexual slavery.
Although Iraqi forces re-established control of Kocho in 2017, the village remains derelict, with the majority of the community still residing in difficult conditions in IDP camps in the Kurdistan Region of Iraq (KRI). Many survivors express a desire to return to their land and traditional livelihoods, but state that they cannot go back to the exact scene of the atrocities.
“Destruction of housing, loss of livelihoods, and a lack of vital services are clear obstacles to return for displaced populations across Iraq. For survivors of ISIS’s crimes in Kocho, the trauma presents an additional barrier,” said IOM Iraq Chief of Mission Gerard Waite. “Measures to support Yazidi survivors of genocide in achieving durable solutions, in order to begin to rebuild their lives, are greatly overdue. We are glad to be working with USAID, Nadia’s Initiative, and the greater community to accelerate these efforts.”
