Public Comment on Proposed Chapter 44 – Section 14

I am writing in strong opposition to the proposed limit of only two donated full-price licenses in a five-year period for qualified disabled veterans.

This proposed restriction shows a fundamental misunderstanding of how our program operates. Unlike organizations such as Hunting with Heroes, which maintains a three-year waiting list, Wyoming Hero Outdoors has no waiting list. Our veterans are personally selected each year by both previous participants and our local guides, who predominantly choose veterans from their own communities who are struggling the most.

The heart of our program is camaraderie. Roughly half of our guides are veterans who hunted with us in previous years. They return not only to hunt, but to mentor and hunt alongside the next group of wounded veterans. This bond between veterans who have served together is powerful medicine. Many of these veterans only participate as guides because they are also able to hunt. If they can no longer hunt along side their brother and sisters in arms they will most likely not be willing to return until they can.

Our goal is not simply to take veterans hunting — it is to literally save lives. After returning from my third tour in Iraq i found myself in a very dark place. No longer sleeping i grew to 485 pounds and was in the process of slowly dying. At that point someone gave me the opportunity to go hunting with other veterans and that experience redefined my life. We are now giving that same opportunity to other veterans who are quietly dying inside. The camaraderie they experience in the field with their brothers is often the difference between giving up and finding the will to keep fighting.

A two-in-five-year limit would destroy this model of veteran-led camaraderie and mentorship. Fewer than 600 donated licenses were issued last year out of well over 70,000 total big game licenses — a tiny fraction. There is no valid reason to place such harsh restrictions on such a small program that is literally saving lives.

I strongly urge the Commission to reject the proposed two-in-five-year limitation and preserve the current policy.

Subject: Opposition to Removing the Early Hunt for 100% Disabled Veterans

Dear Commissioners,

I am writing regarding the proposed elimination of the five-day early hunting season for veterans with a 100% service-connected disability rating.

As a three-tour combat veteran and former medic in Iraq, I am rated 100% for both PTSD and Traumatic Brain Injury, as well as multiple blast injuries including a severe back injury. This issue is deeply personal to me. The five-day early hunt is extremely important because it allows veterans to hunt without the constant gunfire and pressure of opening weekend. It gives them the peace and space their brain and body need to function.

In 2025, the Wyoming Game and Fish Department sent harvest surveys to a sample of close to 70,000 hunters. The actual number of big game licenses issued in the state is substantially higher. Out of all those license holders, fewer than 600 veterans received a transferred license last year. That means veterans with transferred licenses represent a tiny fraction of all big game hunters in Wyoming.

This change will specifically discriminate against hundreds of combat-wounded veterans across Wyoming who hold a 100% VA rating. Even with a total disability rating, many of these veterans will no longer qualify under the extremely narrow physical requirements in your proposal.

This rule would directly discriminate against combat veterans suffering from:

Severe PTSD that makes normal daily life extremely difficult
Traumatic Brain Injury and its lasting cognitive and physical effects
Severe back injury due to blast exposure
Lower extremity amputations where veterans are able to walk using prosthetic limbs
Shattered knees, hips, and backs that limit mobility but don’t require a wheelchair
For many of us, this five-day early hunt is one of the few things we still look forward to each year — a rare opportunity to find peace in the outdoors we fought to protect.

I strongly urge you to retain the current provision that allows veterans with a 100% service-connected disability to hunt five days early.

We’re fighting this regulation change because it would make it much harder for us to take disabled veterans hunting. Wyoming Game and Fish is proposing changes that would strip away key benefits for disabled veterans, including removing the five-day early hunting access for those with invisible wounds like PTSD and traumatic brain injuries.

The wait for baby goats is nearly over! Sunday, May 3rd at 6pm is our first BABY GOAT YOGA with ! This year we are hosting 3 Saturday Morning classes and 2 Sunday Evening Classes!
We wanted to take a moment to remind you, that this year, we are asking all participants to be 8yrs or older and everyone must remain on their mats for the duration of the flow. There will be plenty of time to take pictures and play with the goats after the class! We will also require authorized consent by a legal guardian for any participant under the age of 18.

As many of you already know, we are partnering with several generous businesses to help fund this year’s hunting season for our disabled veterans.

Our organization is specifically a “nonprofit, every dollar raised goes directly toward our mission — (we do not keep any profit)

The first of our five raffles is wrapping up this week(thank you Bill). The second raffle is being hosted down at the BAYOU, and the remaining three will be announced very soon.

We want to give a huge thank you to our friends at Vortex Optics. Vortex has supported Wyoming Hero Outdoors since the very beginning. As a veteran-owned company that strongly supports veterans, they stepped up in a big way. When we told them we were running five separate raffles featuring a matching series of rifles, they generously provided the optics at no charge.
