For fiscal year 2027, the U.S. refugee admissions ceiling has been set at 17,500, with admissions primarily allocated to Afrikaners from South Africa, excluding anyone meeting the internationally recognized definition of a refugee.

As persecution and displacement continue around the world, World Relief is urging the administration to revise the determination and reopen pathways for refugees fleeing persecution.

Meet Frankie and his mom, Money.

Those aren't their real names, but nicknames they chose for this story.

They picked “Money” because Frankie’s mom never experienced formal education, but she’s good with numbers and helps count the money at one of Frankie’s restaurants.

Here's how we met them, and a bit of their story.

After spending her life in a small town along the Mekong River, Money came to Chicagoland to reunite with her son, who has built a life here and owns a few businesses.

Starting over in a new country came with challenges. Soon after arriving, Money, age 83, faced health concerns and spent long days at home, unable to speak with neighbors or build the kind of community she had always known. For someone whose life had been surrounded by community, it was tough.

Then Frankie found World Relief Chicagoland’s English classes.

At registration, the instructors and staff found just the right fit for her: a pre-literacy class designed for learners at her level. Frankie was so overwhelmed that he cried with gratitude.

“Yes, I cried that day,” he says with a laugh. “So much that my mom got embarrassed and told me to stop.”

Since then, Money attended class in person several times a week. She learned new vocabulary, including words for body parts, and enjoyed the simple rhythms of connection—sharing tea and coffee, laughing with classmates, and building little friendships.
