Canyon Municipal Court Judge Jennifer Cates stepped into her role in 2021 after being appointed by the Canyon City Commission. Cates said since then, she has made an effort to understand the underlying issues and needs of each defendant who enters her court and connect them with resources in the area, and she does this one conversation at a time.
Canyon Municipal Court Administrator, Clerk, and Juvenile Case Manager Sheila Seymore-Roach said that because of Canyon’s size, there are more opportunities for the judge to have one-on-one interactions with respondents. She said in those conversations, people are equipped with information about area resources that can meet their underlying needs.
“Judge Cates, instead of saying, ‘Okay, here’s what you owe, and go,’ she actually says, ‘Okay, is there a reason why you don’t have a driver’s license?’ ‘Is a reason why you can’t get insurance?’” Seymore-Roach said.
Cates said the idea began around three years ago after she noticed a few people returning to the court with similar citations, and began asking questions. She said that was when she found that some people were choosing between basic necessities and fixing the reason for the citation.
“We just really saw people were making a choice. ‘I can’t pay my car insurance,’ or, ‘I don’t have my driver’s license because I have to pay for food,’” Cates said.
