Because traditional distribution rates are calculated volumetrically, homes that use clean, efficient heat pumps for winter heating often shoulder a disproportionate share of delivery costs.

If Rhode Island wants to hit state mandates under the Act on Climate and make clean heating accessible for everyone, our ratemaking needs to catch up with our climate goals. Fairer electric rates for heat pumps—similar to approaches taken in neighboring states—are a commonsense way to remove financial barriers and support the transition off fossil fuels.
