In 1998, the National Police Dog Foundation began as the Ventura Police Dog Foundation, local group of volunteers with a mission to help fund the K-9 program for the City of Ventura Police Department (CA). By 2004, the volunteers became aware that many cities throughout the nation lacked budgets to fund K-9 programs. Not only did police departments lack the initial funds to purchase and train a do

g, many did not have a budget for serious medical issues. This continues to be the same circumstance today, so the foundation expanded and became the National Police Dog Foundation. The National Police Dog Foundation goal is to assist law enforcement agencies through funding to achieve their goals of providing a K-9 unit with quality police dogs and training. In addition, the Foundation has incorporated a network of veterinarians to help assist agencies with providing for maintenance care or emergency services. Equally important, the Foundation helps fund continued care for the police service dog after retirement. It is the mission of the National Police Dog Foundation to raise funds, promote education and awareness for the purchase, training and on-going veterinary care for active and retired police K-9s. At our 2026 The Police K9 Memorial Service, Deputy Jared Hahn shared the story of his late K9 partner, Roxy, reminding all of us of the sacrifices made by our K9 heroes and the handlers who stand beside them.

This special photo captures Deputy Hahn alongside his K9 partner, Cyber, who was also involved in the auto crash last year. Included in the image are meaningful symbols of service and remembrance—the Thin Blue Line flag and dog tags from the Ruff Riders, honoring those we have lost while celebrating those who continue to serve.

The bond between a handler and a K9 is unlike any other. Through triumph, tragedy, and recovery, that partnership endures.

Thank you, Deputy Hahn, for sharing your story, honoring K9 Roxy’s legacy, and continuing to serve alongside Cyber.

During Police Week, we are truly honored to stand alongside this incredible community in remembering and paying tribute to the fallen.

It is a privilege to be a part of honoring our fallen K9s—loyal partners who served with courage, heart, and unwavering dedication. Though their watch has ended, their sacrifice and legacy continue to live on in every handler, every unit, and every ceremony that keeps their memory alive.

The National Police Dog Foundation Memorial Bell stands as a lasting tribute to the law enforcement K9s who gave their lives in service to their communities and their partners.

Etched into the plaque are the names of every fallen K9 honored through the National Police K9 Memorial Service, ensuring their service and sacrifice are permanently remembered.

Engraved with the poem “The Working Dog,” the bell symbolizes the unwavering loyalty, courage, and sacrifice of these remarkable heroes. Once each year, the bell is rung during the National Police K9 Memorial Service in Washington, D.C., as the names of the fallen K9s are read aloud and honored.

Each ring serves as a solemn reminder that while their watch may be over, their legacy lives on.

The Memorial Bell is on display year-round at the National Law Enforcement Museum. We invite you to visit, reflect, and honor the K9 heroes whose names are forever etched into this memorial.

Forever faithful. Forever remembered.
