Minutes of Meeting of the Board of Commissioners NEWTON COUNTY ESD #2

THE STATED OF TEXAS
COUNTY FOF NEWTON
NEWTON COUNTY EMERGENCY SERVICE DISTRACT NO. 2

The Board of Commissioners (the “Board”) of Newton County Emergency Service District No. 2(the “District”) met in session, open to the public, at Trout Creek Fire Station 17400 Stated Hwy 87 South Call, Texas 75933 a meeting place inside the boundaries of the distract, on Monday night 5-11-2026 at 7:30 AM: whereupon, the roll was called for members of the board, to wit:
Leon Thornton President
Wayne Morrow Vice-President
Howard West Secretary/Treasurer
Tommy Mulhollan Commissioner
Robert Samuel Commissioner

All members of the board were present thus constituting a quorum.

WHEREUPON, the meeting was called to order by the President Leon Thornton and evidence was presented that public notice of the meeting had been given in compliance with law. The posted notices of the meeting are attached hereto.
The following agenda items were discussed, CONSIDERED AND ACTION TAKEN AS APPROORIATE:

1. Call to order and establish quorum; All commissioners of board were present.
2. CITIZEN COMMENTS. NONE
3. Treasurer Report
A. Financial report Bank Balance $ 135,405.94
(a) Business Checking $10,571.58
B. Consider for action payment of bills.
4. A motion was made by TM and seconded by WM to approve the report and payment of bills. Motion
carried without opposition.
5. Report by Asst. Chief Bill Tryck regarding Trout Creek VFD run reports, membership information.
6. Discuss and consider for action taken as appropriate.
Installing of Generator, heater and insulation for EMS building.

Insulation by Mutons of Vidor
Propane for both by Sandor’s
Motion By WM Seconded by RS passed with no objection
7. CE Hours training 3 HR video.
Budget for 2026 and District Business

A SPECIAL meeting of the Emergency Service Commissioners of Newton County Emergency Services District #2 will be held in the Trout Creek Fire Station, Trout Creek Texas in Newton County (174000 State Hwy 87 South,
Call Texas 75933) On 5-11-2026, at 7:00 am.

The following agenda items will be discussed, considered and action taken as appropriate.

1. Call to order and establish quorum.
2. Citizen Comments
This item is available for citizens to address the board of
commissioners on any matters. The presiding officer may
ask the citizen to hold his are her comments on the
agenda item until that agenda item is reached. By law no
