(TCWIB), the grant recipient and administrative entity of the Workforce Innovation and Opportunity Act of 2014 (WIOA), is a consortium serving the counties of Armstrong, Butler and Indiana. TCWIB provides key policy decisions affecting the local workforce development system, and certifies the Pennsylvania CareerLink centerss. In addition, TCWIB provides Title I services to Adults, Youth, and Dislocated Workers through its Title I service providers. The goal of the programs is to increase employment, retention, earnings, and occupational skill attainment of the participants who receive services. Stevens Amendment
The Stevens Amendment, Public Law 101-166, Section 511, is an appropriations provision that requires grantees of the Department of Labor (DOL), Health and Human Services (HHS), and Education to disclose for a grant program the percent of the costs financed with federal funds. Workforce Innovation and Opportunity Act (WIOA) programs are federally supported 100% by the U.S. Department of Labor as part of an award totaling $2,043,373.99 with $0 (0%) state, local and/or non-governmental funds. Temporary Assistance for Needy Families (TANF) programs are federally supported 100% by the U.S. Department of Human Services as part of an award totaling $743,566.69 with $0 (0%) state, local, and/or non-governmental funds. Vocational Rehabilitation programs are federally supported 100% by the U.S. Department of Education as part of an award totaling $51,384.03 with $0 (0%) state, local, and/or non-governmental funds. Discretionary grants are federally supported by the U.S. Department of Labor as part of an award totaling $500,000 with $0 (0%) being state, local and/or non-governmental funds.
