Upper Potomac Children's Collaborative The purpose of the Upper Potomac Children's Collaborative is to share resources to enhance community response to the needs of at risk children.

Background: The establishment of our Community Collaborative is an initiative of the West Virginia Department of Health & Human Resources (DHHR) to enhance community response to the needs of children who are at risk of out-of-home placement. In October 2014, the Bureau for Children & Families (BCF) was provided an opportunity to change how we use funds to support certain aspects of the child wel

fare system. The new system of care is Safe At Home West Virginia. Safe at Home will be implement in stages across the state.
