On Sunday, our union stood alongside labor families and allies at the Fix Tier 6 rally at MVP Arena, where more than 15,000 members of CSEA and fellow public service unions gathered to demand changes to an unequal pension system.
Union activists and lawmakers voiced strong support for achieving pension parity for public workers. Gov. Kathy Hochul, who previously signed legislation reducing the Tier 6 vesting period from 10 years to five years, said she remains open to further reforms to help improve recruitment and retention in the public sector.

One-House Budgets Released
This week the Assembly and Senate released their one-house budgets, showing where they agree, where they diverge, and what new priorities they’re advancing. Notably, both houses included a commitment to making meaningful reforms to Tier 6 in the final State Budget. Both houses also included increased investment in several areas, like aid to local governments, childcare, healthcare, and more.
The one-house budgets included several CSEA-supported proposals, including:
Support for reforms to Tier 6
Authorizing the use of body scanning technology to screen for contraband in OCFS juvenile detention facilities.
Expanding the work zone camera program to include additional state highways.
Increasing penalties for assaulting DMV Representatives, License Examiners, and highway workers.
Increasing penalties for failing to abide by the State’s Move Over Law and for speeding in a work zone.
Providing 911 and emergency dispatchers with the ability to retire after 25 years of service.
The state’s new fiscal year begins on April 1, and until then, CSEA will continue to advocate to get these proposals, and others, included in the final budget.

No Kings Day Rally
On March 28, CSEA members and retirees are urged to take part in “No Kings Day” and stand together for working people. This is a chance to raise our voices against a system that rewards billionaires with massive tax breaks while working families face rising costs and growing economic pressure.
For CSEA, this rally is about standing up for the rights that unions have fought hard to win: the right to organize, the right to collectively bargain, and the right to a better life for us and our families. When working people show up, stand together, and speak out, we send a powerful message: our voices matter, our rights matter, and we will not be pushed aside.

Seaford Public Library Workers Join CSEA
Workers at the Seaford Public Library have officially joined CSEA after the library’s Board of Directors voted to voluntarily recognize the union as the exclusive bargaining representative for non-management employees. The victory marks the third group of library workers to organize with CSEA in the past three years. The campaign began when Seaford workers reached out to Wantagh Public Library CSEA Unit President Jenn McHugh and was supported by member organizers, union staff and fellow library workers across Long Island. Congratulations to our newest CSEA members on this organizing success.

CSEA’s Education and Training Department provides many in-person and virtual workshop opportunities across the state. Visit the CSEA Education & Training Department and click on your region to see upcoming in-person Grievance, Discipline and Steward training sessions and register today! Click on “Virtual” to view and register for supplemental online trainings including FMLA, recertification classes, contract negotiations, and much more.
Reminder: In accordance with the CSEA Local and Unit Constitutions, Article V, Section 6: “All officers shall attend officers’ training sessions, grievance training sessions as well as disciplinary training sessions as provided by the Association.”

Women’s History Month — Frances Perkins
Frances Perkins was the first woman to serve in a U.S. presidential cabinet and one of the architects of the modern labor system. As Secretary of Labor under President Franklin D. Roosevelt, she helped shape key New Deal protections, including Social Security, unemployment insurance, the minimum wage and the 40-hour workweek. Perkins’ fierce advocacy for safer working conditions in New York was critical in her earning the cabinet position. Her work transformed labor rights and continues to benefit workers today.
