Here is a great opportunity to let our Governor and the State of Oregon Department of Energy know it’s citizens are growing tired of their continual mis-use of our precious Exclusive Farm Use Lands and Wetlands for their clean energy efforts. While this public comment does not have anything to do with Muddy Creek Energy Park “directly"…. it is important they receive comments in favor of protecting our farmlands.

Good morning Friends of Gap Road,

We just wanted to touch base with a very brief update.

First and foremost, Friends of Gap Road are, absolutely, not against Renewable Energy such as solar and wind power. However, we do strongly believe we not should sacrifice High Value Farmland and Wetlands to accomplish our energy goals. If Solar is, truly, the long term answer; then let’s require commercial and industrial facilities to place solar panels on their buildings. Not our most productive farmlands. Data Centers, Warehouses, Distribution Centers, Manufacturing Facilities, Parking Facilities, Schools, Large residential housing developments, poor quality lands and the list goes on…. It wouldn’t take long to meet our energy demands without sacrificing some of our more precious lands.

So now the update:

Hanwha Renewables recently confirmed they have, indeed, applied for Federal Subsidies. They have ordered "standard use" equipment for the Muddy Creek Solar project. Thus, they have commenced construction "by contract” prior to their July 4, 2026 deadline to file for Federal Subsidies. Aggravating at the very least.

Additionally, Muddy Creek Energy Park did file their "preliminary application” to the Energy Facility Siting Council by their May 19, 2026 deadline. We have reviewed the Muddy Creek Solar Park “preliminary application” and it appears quite incomplete. While it is somewhat upsetting to see how incomplete the application is, we are certain the Oregon Department of Energy will continue to guide Hanwha Renewables through the process. Remember, Governor Kotek recently issued an "Executive Order" to facilitate renewable energy projects in Oregon. This order requires all State Regulatory Departments to look at “streamlining" the siting process for renewable energy developers.

The good news is, because of the incompleteness and lack of clear direction in their application, there is a lot of opportunity for us to fight this terrible “experiment" in our Willamette Valley.

Friends of Gap Road will continue to use Oregon State law and regulations against this project. This proposed site is classified as "Farmed Wetlands". This makes this an extremely difficult location to site solar... and, ultimately, a very poor location choice by the Developer. Remember, the reason Hanwha Renewables chose this location is simply due to the close proximity to a Substation, Transmission Lines with willing land owners desiring to lease their properties to them.

Ultimately, Hanwha Renewables will be required to hold one, and possibly two, Public Meetings going forward. You can find the siting process flow sheet here (we are at the “Application” point of the process)

The first meeting may simply be an “optional” informational Public Meeting. The second, which will absolutely be required, is the Public Comment meeting and period. It is possible the Energy Facility Siting Council may roll these two meetings together. We are not certain at this point….but we feel, due to the ambiguity of their “preliminary application”, an informational meeting would be necessary to clarify their intentions to the Public.

Regardless, if there are one, or two, Public meetings… THIS IS WHEN WE WILL NEED YOUR ASSISTANCE. This is when YOU will have your voice heard! This is when we can all stand up to let our State officials know we will fight to protect our beautiful State; Protect it’s Farmlands, it’s Wetlands, it’s Wildlife, our Communities Safety/Well-Being from these types of inappropriate siting locations!

To date, these Public meetings have not been scheduled. Friends of Gap Road will continue to keep you informed as these dates are determined. We need to "fill a gymnasium" when these Public Meeting are held. We will count on you to be there.

Just wanted to let you know we received confirmation, just now, Muddy Creek Energy Park did file for their Preliminary Application for Site Certificate by Monday May 19th.
We are all prepared for this fight to protect these Farmed Wetlands!

Farmland is a finite resource. Once you build on it, it's gone and it's gone forever! Mervin Raudabaugh, a lifelong Pennsylvania farmer, said NO to selling his land to data center developers. Like us, his interest and passion is in the land and protecting it. We appreciate Mervin's heroism against the new norm and hope more land owners are heros like him.

An 86-year-old lifelong farmer had one answer for a data center developer who offered $15 million for his Pennsylvania farmland.

Hello fellow Friends of Gap Road,

As you know, the Oregon Primary Election will be held on May 19, 2026. As a Political Action Committee (PAC # 23704) Friends of Gap Road is able to recommend/sponsor candidates for their perspective legislative offices. We don’t believe Party loyalty should prevail in an election. Instead we believe you should always vote for the “best" candidate you believe will represent you and your community. A candidate with commitment, passion and an ear for the people they represent. Actions always speak louder than words.

We have had opportunity to meet and interact with a number of Candidates. There are few Candidates who, truly, are a step above others. These Candidates have proven through their actions, they will work to save and preserve our precious Forests, Farmlands, Wetlands and protecting Oregonian’s way of life.

The First Candidate we are proud to sponsor is Ms. Angelita Sanchez. Angelita is running for State Representative District 11, which would make Ms. Sanchez our District's Representative. Angelita sat down with Friends of Gap Road leadership group and conveyed her roots and passion are with protecting Oregon’s Farmlands and Wetlands. She is against unnecessary and unwarranted Urban Growth Boundaries. Angelita has a proven track record. Angelita played an instrumental role as a founding member of and as a No-Gas-Tax petition Plaintiff. Her heart clearly stands with our Rural Communities and is not afraid to meet/listen to her constituents, speak her mind and will, without any doubt, stand strong on her principles. Angelita will be a GREAT Representative for District 11.

Second, we are excited to sponsor Mr. Jack Tibbetts. Jack is running for State Senator 6th District, which would make Mr.Tibbetts our District’s Senator. Jack spent time with Friends of Gap Road’s leadership group and, clearly, communicated his desire to protect the Rural way of life and Oregon Farmlands. Jack’s love for Farming and Ranching resonated with Friends of Gap Road. Jack’s fresh approach and grounded personality are traits we need from a leader. Jack is very personable and one who will stand behind his word. Jack will be a true attribute for all our communities. Jack's “down to earth” approach will be a positive change for all Oregonian’s.

Outside of our District, there are a number of Candidates we would recommend based on our working knowledge of their values, experience and commitment to making Oregon a better place to live:

For State Representative 15th District we support Representative Shelly Boshart Davis. Representative Boshart Davis has been an amazing supporter of Friends of Gap Road and our cause. Representative Boshart Davis sponsored legislation to change land use laws to protect our Farmland and Wetlands. She stood strong with all at the Muddy Creek Energy Park public meeting and, subsequent personal public comment. We know Oregonians can count on Representative Boshart Davis!

For State Representative 12th District we support Representative Darrin Harbick. Representative Harbick has been an unwavering advocate for Friends of Gap Road. Upon meeting Representative Harbick you will quickly identify he possesses great leadership skills and quickly assess you can count on him to "do the right thing”; no matter how difficult or controversial the challenge. We are grateful for Representative Harbick’s support and his commitment and representation of District 12 Oregonians.

For United States Representative, 4th District we support Ms. Monique DeSpain. Monique has been an avid supporter of Friends of Gap Road from the start. Monique attended Friend of Gap Road's Town Hall and communicated the importance of protecting our Forests, Farmland and Natural Resources. Ms. DeSpain listened to our concern(s) about lack of our current District Legislator’s participation level and stressed the importance of elected representatives meeting and listening to their constituents . She is a true leader willing to challenge the “status quo” in politics. Monique is the only choice for the 4th District!
