Honenu is a non profit legal defense organization providing legal aid to our Israeli citizens, who at times due to the security situation require legal aid to ensure a more just judicial process. As a resident of Hebron and an active soldier, Meidad personally experienced the complicated and constricting realities of combat against a creative and disguised enemy. The strict rules of engagement oft

en put soldiers deployed on life-saving missions at enormous, even unnecessary risk. To counter this lack of integrity for care of Jewish well-being, Meidad created Honenu to act as a positive and assertive influence in the political and judicial sectors and to influence and re-address proper standards of impartiality and fairness. As of today, Honenu has assisted over 15,000 Jews who have acted on behalf of Am Yisrael. These thousands include soldiers of all ethnic backgrounds, citizens of every corner of the country, men and women, older and younger, secular and religious, city dwellers and farmers. These Jews, whether defending themselves or others quickly discovered the bitter truth of an agenda to restrict self-defense and punish those exercising any such inclination. In a matter of moments a decorated and respected officer could become victim of an arrest and trial with serious consequences including dismissal from army service, home confinement and incarceration. Many in these situations suffered from emotional, financial, and legal pressures. Most are confused and disoriented as to how to proceed with the Israeli legal system and the serious ramifications of such a trial. Some of these noble citizens remain free, some are incarcerated, yet all are in need of proper and assertive, but costly legal defense. Honenu is there to assist them. In Psalm 123, King David wrote as a prayer and a plea to the Creator to bless us and redeem us. There is hardly a more appropriate Psalm for the current plight of Honenu’s clients:

“חננו ה’ חננו כי רב שבענו בוז”

“Favor us, Hashem, favor us, for we are fully sated with contempt.”

The Honenu Process

Honenu took upon itself to assist each client in every stage of legal consultation. Honenu begins advising and consulting with the client from the very first “incident” and charge by providing an attorney who will remain at the side of defendant throughout the indictment process. Honenu advises through the arrest process, the trial and possible plea, and continues to guide and defend the client, if applicable, throughout the incarceration period. Thursday, October 16, 2025, 12:01 Several days ago, Honenu Attorney Adi Keidar submitted a request to Major-General Avi Bluth on behalf of a Yehuda and Shomron resident who wanted to be released from house arrest to attend the brit milah of his nephew. Major-General Bluth, the GOC of the Central Command, had placed the resident under house arrest several months ago. Major-General Bluth denied the request, citing a “concern for the security of the region.”

Honenu Attorney Adi Keidar leveled sharp criticism at Major-General Bluth: “The true danger to the security of the region is the recent release of dozens of terrorists to Yehuda and Shomron. Instead of fighting Arab terror, the security forces continue to persecute Jewish Yehuda and Shomron residents.”

Wednesday, October 15, 2025, 16:56 Several months ago, the GOC of the Home Front Command, Major-General Shai Klapper, placed a Yehuda and Shomron resident under administrative nighttime house arrest at his grandmother’s home. Earlier this week, he returned late because the car he was traveling in broke down. Officers from the Zevulun Police Station reacted by detaining his grandmother. She was not released from the station until her grandson arrived at her home. Honenu Attorney Adi Keidar is representing the Yehuda and Shomron resident.

Recently, the Israeli security authorities imposed restraining orders on several Yehuda and Shomron residents, and placed them under nighttime house arrest at their grandparents’ homes outside of those regions. The grandparents were not consulted regarding their ability to handle the logistics of their grandchildren’s house arrest. In one case, officers arrived in the middle of the night to verify that the grandson was at home. The visit had not been coordinated with the grandparents. As a result, the officers rudely disturbed their sleep.

Honenu Attorney Adi Keidar leveled sharp criticism at the GSS: “The security forces, under the direction of the GSS, are implementing a corrupt practice. First, they senselessly canceled the requirement of holding a preliminary hearing when restraining orders of this type are served. Now, the authorities are deciding where Yehuda and Shomron residents will serve house arrest, without any discussion with the grandparents who are ordered to ‘host’ them. The elderly grandparents are often not prepared for the arrangement. The GSS harassment of Yehuda and Shomron residents – and their families – must be stopped.”

State of Israel has one month to answer why committee to adjudicate recidivist terrorists has not been established
Sunday, October 5, 2025, 17:02 At the end of last week, the Supreme Court ruled that the State of Israel must reply within a month to a petition filed in July 2025 by Attorney Yitzhak Bam with the High Court of Justice on behalf of Honenu. The petition asks the court to obligate the government to establish a committee authorized to return recidivist terrorist prisoners to prison. The matter at hand pertains to terrorists who were released in recent hostage deals and subsequently returned to committing acts of terror. The petition is particularly important considering reports of an additional deal to release hostages from the Gaza Strip which would involve releasing more terrorists from Israeli jails. The petitioners are demanding that the High Court of Justice return recidivist terrorists to prison to serve the remainder of their original sentences as a necessary step toward eradicating terror and strengthening security.

In the petition, Honenu cites paragraph 8b(c) of the Government Law, 2001, which states that simultaneous to the release of terrorist prisoners, including those released before completing their sentences as a result of hostage-release deals, the government will establish a committee whose job is to examine the necessity of rescinding the release of prisoners, among them those who returned to terror. Honenu cited the obligation according to law of the government to convene the committee upon every release of terrorists. The petitioners demand a conditional order requiring the respondents to provide a reason for their failure to decide whether or not to establish and staff the aforementioned committee. In the petition, Honenu observes that two months previously, they asked the Prime Minister and other government ministers to progress with the appointment of committee members. Neither the Prime Minister nor any of other ministers, among them the Justice Minister, the Defense Minister, and the National Security Minister, responded to the request.

Paragraph 8b(c) states that “a committee will be established whose job is to examine the necessity of revoking the release of prisoners, among them those who returned to terror.” Honenu explains that according to the language of the law and its purpose, neither the Prime Minister nor the other relevant ministers have discretion concerning the establishment of the committee. “Their authority becomes an obligation when they decide to release many hundreds of security prisoners [before completion of their sentences] in the framework of a hostage deal. Alternatively, at the very least, following the release of many security prisoners, the Prime Minister and the ministers must consider the establishment of the committee,” Honenu wrote in the petition.

Honenu argues that the committee is an essential component of the war on terror, especially after the October 7 massacre, because it facilitates the return of recidivist terrorists to prison when the ruling is based on confidential information, or evidence that is inadmissible in a regular criminal trial. Thus the committee constitutes an important preventative measure that is likely to be an effective alternative to administrative detention. The petition cites numerous instances of terrorist prisoners, after their early release from jail, being arrested for additional national security crimes. Concerning some of them, information has been amassed about additional crimes they have committed.

The petition also specifies instances that were compiled and shared on the HaKol HaYehudi website: Eight terrorist prisoners, Ibrahim Attiya, Haytham Jaber, Waal Al-Gagov, Mahadi Abbas, Samah Al-Shobaki, Saeed Diab, Fahd Tswalhi, and Riad Marshoud, were released before completion of their sentences, and subsequently re-arrested after committing further offenses. However, the government did not establish a committee to examine the evidence of additional crimes in order to consider canceling the release of the security prisoners. “The lack of a committee negates the provision of law and turns the conditional release into an unconditional release.”

Attorney Bam underscored the urgency of the petition: “Hundreds of terrorists have been prematurely released from prison. Many hundreds more are likely to be released in an additional deal that is currently being discussed. When terrorists are released wholesale, establishing a committee and activating the legal mechanism that facilitates their return to prison if they return to terror is the minimum that a country that values life can and must do to protect its citizens. We demand the immediate establishment of the committee. Every terrorist who returns to terror must be returned to prison.”

Jewish hikers attacked in Har Hevron on Shabbat
Sunday, October 5, 2025, 11:47 A group of approximately 50 Arab terrorists threw large rocks and metal objects at six Jewish hikers near Carmel in the Har Hevron region yesterday (Shabbat). IDF soldiers arrived on the scene, dispersed the terrorists and rescued the hikers. Four injured hikers suffering from head wounds were transported to Soroka Hospital in Be’er Sheva. Honenu is representing the hikers as victims of terror.

Honenu Attorney Daniel Shimshilashvilli commented on the attack: “This was a coordinated ambush in which several hikers were attacked and seriously injured only because they were Jewish. The attack is a significant escalation of terror in the area, and it must be addressed with all due severity. We are providing the victims with legal counsel, and we will ensure that the terrorists are penalized to the full extent of the law.”

Yigal Yehoshua’s murderers sentenced
Sunday, September 28, 2025, 10:31 Today (Sunday), the Lod District Court sentenced eight Arab terrorists who took part in a brutal attack on Yigal Yehoshua, Hy”d, in Lod, during Operation Guardian of the Walls (May 2021). The terrorists were convicted in April 2025. Seven of the terrorists were convicted of aggravated assault in an act of terror, and were sentenced to 13 years’ imprisonment. The eighth terrorist was convicted of a different act of terror, and was sentenced to three years’ imprisonment.

During the attack, dozens of Arabs hurled cement blocks and rocks at Jewish motorists, among them Yehoshua. He was seriously injured in the head by a rock and died of his injuries several days later. Honenu Attorney Chayim Bleicher is representing Effi Yehoshua, the victim’s brother.

Attorney Bleicher: “In light of the difficulties that arose in court, and the crime of which the terrorists were convicted, the prison sentence is significant, and creates reasonable deterrence. However, considering the circumstances of the attack, the terrorists should have been sentenced to at least 20 years’ imprisonment. The maximum penalty for the crime of which they were convicted is 25 years. Their murderous acts led to the death of Yigal Yehoshua. He was attacked only because he was a Jew.”

Thursday, September 25, 2025, 17:06 One month ago, the GOC of the Home Front Command Major-General Shai Klapper imposed severe restrictions on a Shomron resident who is engaged to be married next week. The resident is under nighttime house arrest, he must sign in at a police station every day, and he is banned from entering Yehuda and Shomron for six months. Immediately upon receiving the order, the resident turned to Honenu Attorney Adi Keidar, who sent a letter to Major-General Klapper asking him to relax the restrictions so that the resident and his fiance could celebrate their wedding properly.

Although Attorney Keidar had sent the letter well in advance of the wedding, Major-General Klapper replied only today (Thursday). He allowed the resident to meet with his fiance’s brother, whom he is currently forbidden from contacting, at the wedding and allowed the resident to spend his wedding night outside of his home. However, the resident is forbidden to make contact with many of the wedding guests. Major-General Klapper did not allow the resident and his future wife to celebrate the seven days of post-wedding “sheva brachot” meals with family and friends other than in northern Israel, where he is living temporarily due to being banned from Yehuda and Shomron. The resident must also report twice to the police station during the celebratory week of sheva brachot.

Honenu Attorney Adi Keidar leveled criticism at the GSS and Major-General Klapper: “An innocent man is being persecuted on the grounds of a baseless ‘expert opinion’ that he ‘is dangerous’. What danger does a normative man who is about start his family pose? The GSS is using Major-General Klapper to continue their relentless persecution of Yehuda and Shomron residents. We will continue to fight for the resident to be able to celebrate his wedding unrestricted.”

Thursday, September 25, 2025, 11:34 Four years ago, an Arab attacked a Jewish father and his son in the Old City of Jerusalem as they walked to prayers at the Western Wall. The assailant was arrested and sentenced to 180 hours of community service in criminal proceedings. The victims were also awarded compensation. Recently, Honenu Attorney Chayim Bleicher filed an NIS160,000 civil suit with the Jerusalem Magistrates Court against the Arab assailant on behalf of the victims.

In the statement of claim, Attorney Bleicher described the attack: “On Shabbat, October 16, 2021, the claimants walked through the Old City of Jerusalem toward the Western Wall. The defendant, who was walking in the opposite direction, noticed them and decided to attack them. Their motive was obviously antisemitic. When the claimants approached the defendant, he changed his path, walked toward them and intentionally slammed into one of the claimants’ shoulders. An altercation broke out between them during which the defendant punched and kicked the claimant. Additional Arab youths gathered at the site, some of whom joined the attack, and some of whom tried to stop it. When one of the claimants took out his cell phone to call the police, the defendant fled the scene. As he fled, he exchanged shirts with another youth to thwart the police and hinder his identification and apprehension.”

Attorney Bleicher issued a statement: “We will continue to use all legal means at our disposal to eradicate antisemitic violence and terror in the capital city of Israel. We expect the court to award the victims punitive compensation in addition to compensation for damages. A court ruling in favor of the claimants will help to create deterrence against acts of terror.”

Thursday, September 25, 2025, 8:31 In January 2019, an Arab attacked a Jewish man running through alleys in the Old City of Jerusalem. The assailant was arrested, charged with assault, and sentenced to three months’ imprisonment. The victim was also awarded NIS 2,000. In August 2023, Honenu Attorney Menashe Yado filed a suit against the assailant in civil proceedings on behalf of the victim. Recently, the Jerusalem Magistrates Court awarded the victim NIS 17,000 in compensation.

The statement of claim describes the attack: “On January 31, 2019, the plaintiff was running on Via Dolorosa in the Old City of Jerusalem. He wore a kippa and a tallit with tzitzit. The defendant’s younger brother noticed the plaintiff, and, clearly motivated by racism, vehemently cursed him. The plaintiff turned around, and an argument broke out between him and the brother. Immediately, a number of people gathered around the plaintiff. Simultaneously, the defendant’s brother repeatedly beat the plaintiff, as did another man. At some point, the defendant joined the mob and viciously beat the plaintiff. The plaintiff tried to escape, and some of the people present tried, in vain, to rescue the plaintiff from the hands of the attackers. They did not stop beating the plaintiff. At some point, the defendant pulled off his belt and whipped the complainant . In the end, several people succeeded in rescuing the plaintiff from the attackers.”

Attorney Yado stated that Honenu has been working for years to ensure that antisemitic attackers in Jerusalem are prosecuted: “Honenu works consistently and uncompromisingly to take East Jerusalem Arabs who attack Jews to court. We force them to pay for their acts of aggression against Jews. Only when there is deterrence against antisemitic attacks will a sense of security be returned to Jews in East Jerusalem.”

Monday, September 22, 2025, 13:48 A matter of hours before the onset of Rosh HaShana, police officers served a 23-year-old Binyamin resident with an administrative order signed by the GOC of the Home Front Command, Major-General Shai Klapper. The order places the resident, whose parents live in Kochav HaShahar, under nighttime arrest in Beit Shemesh. The resident must also sign in three times a week in the afternoon at the Beit Shemesh Police Station.

Honenu notes that the order, which is effective immediately, was issued without a trial, and without any opportunity for the resident to defend himself. The order obligates him to stay at the home of relatives in Beit Shemesh, and the arrangement was not coordinated with them. In the administrative order, Major-General Klapper inexplicably classifies the relatives’ apartment in Beit Shemesh as the Binyamin resident’s “home”. There is a possibility that this classification is due to erroneous information provided by the GSS to Major-General Klapper.

Attorneys from Honenu stated that they would fight the order. They intend to submit an objection to Major-General Klapper and turn to the court regarding the matter. One month ago, the resident was served with an order signed by Major-General Avi Bluth banning him from entering Yehuda and Shomron.

Har Hevron resident threatened after firing in the air in self defense
Sunday, September 21, 2025, 9:44 On July 28, local Jewish residents were doing groundwork for a neighborhood within the municipality of Carmel, a community in the Har Hevron region. Suddenly, they were attacked by an Arab mob accompanied by foreign activists. The mob and the activists came from Umm al-Khair, an Arab village in Area C, and headed for the Jewish community of Carmel. They violently threw rocks at the residents, and also broke the windshields of residents’ cars and that of an excavator. One of the attacked residents, feeling that his life was endangered, fired his weapon into the air. The Arabs at the scene claimed that one Arab was injured, and that he was later pronounced dead.

The police detained the resident, and confiscated his weapon. He was released with the assistance of Honenu. However, his weapon is still in the hands of the police. Honenu Attorney Avichai Hajbi is representing the resident.

After the attack, the family of the allegedly killed Arab demanded that the Har Hevron resident who opened fire in self defense be served with a restraining order, banning him from the region of their village. The Jerusalem Magistrates and District Courts rejected the demand, but served the Arab’s family and the resident with restraining orders, to ensure that they would keep a distance from each other.

During a court hearing for the Har Hevron resident, Attorney Hajbi asked the brother of the allegedly killed Arab if the residents of the village were planning to avenge his death. The brother responded with a thinly veiled threat: “If someone killed someone from your family, your brother or your father, would you allow him to come to your village? We are a Bedouin family. There are 300 residents in this village, and I am not responsible for all of them.”

Immediately after the incident, left-wing activists shared posts in social media. Among them were Moshe Radman, MK Ofer Cassif, MK Ayman Odeh, Yariv Oppenheimer, and other Peace Now activists. Some of the posts were libelous, and included doctored and deceptively edited videos.

Attorney Hajbi commented on the case: “The law enforcement authorities have abandoned the Har Hevron resident. Although we underscored in court that my client’s life had been in imminent danger, and even then he fired into the air and not at the mob, his weapon has not yet been returned to him. The unequivocal statements by the residents of the Bedouin village border on cries for vengeance. The authorities must ensure the safety of the Har Hevron resident before tragedy occurs.”

Thursday, September 19, 2025, 16:56 Three weeks ago, a demonstration protesting the GSS persecution of Yehuda and Shomron residents was held opposite a GSS facility. The GSS detained numerous Yehuda and Shomron residents who were present, five of whom were released on Monday. A short time ago, the Petah Tikva Magistrates Court released the last resident detained at the demonstration. In total, approximately 20 Yehuda and Shomron residents were detained over the past month, all of whom were released to their homes with the assistance of Honenu. On Sunday, journalist Avishai Grinzaig revealed that a meeting took place at the end of last week between the police and the GSS regarding the detainees. Grinzaig also revealed that at the meeting, the security forces stated that they had no evidence incriminating the detainees.

Honenu Attorney Moshe Poleski, who is representing the resident released today, stated, “A request to delay carrying out the decision was rejected due to the fact that just yesterday, the district court ruled that there had been no progress in the investigation, and therefore the detainee must be released. If the GSS were not personally involved with the interrogation of the detainee, he would have been released to his home two weeks ago.

“A youth was held in remand, in prison, in solitary. He was not even interrogated. He was left waiting in his cell for the completion of the investigation. We hope that his ordeal is over. G-d willing, my client will celebrate Rosh HaShana with his family.”

Arab bus driver traps Jewish minor in bus
Thursday, September 19, 2025, 12:04 Four years ago, an Arab bus driver trapped a Jewish minor alone in his bus on a route in Beit Shemesh. The driver filmed the minor and threatened him, forcing himto say, “I love Arabs,” and “I do not love Jews.” The driver was arrested and sentenced to community service. Honenu Attorney Chayim Bleicher filed a civil suit against the driver on behalf of the minor. The Jerusalem Magistrates Court awarded the minor NIS 32,000.

Attorney Bleicher: “Unfortunately, this serious incident was not treated with adequate severity in criminal proceedings. The driver of a public bus holds a public position, and therefore his actions have a significance that those of private vehicle drivers’ do not. Trapping a Jewish minor on a bus was an act of terror, and example of how Arab terrorists constantly look for a way to attack Jews, only for being Jews. On our part, we will use all of the legal means at our disposal to help eradicate antisemitic attacks. This attack was a clear warning indicating the need to verify that the bus drivers responsible for hundreds of citizens every day are neither supporters of terror nor terrorists.”
