Join us for a fun, healthy morning with your family! The Turkey Trot will take place on Thanksgiving morning, 9:00am - 12:00pm at Victory Lakes. It's an untimed, non competitive event, run 1, 2, or all 3 laps around the loop, whatever you feel like!

Shining a Light on JANICE RICE

Every once in a while, a person comes along who quietly but powerfully lifts the spirit of an entire community—Jan Rice is that kind of person. A Victory Lakes resident for over 13 beautiful years, Jan’s presence feels like sunshine on a cloudy day and a fresh breeze on a summer afternoon.

With her endless care, kind heart, and joyful giggles, Jan shares her gifts with everyone she meets. Whether she's sharing her vast knowledge of trees, plants, and our furry neighborhood critters or lovingly guiding architectural proposals on the Covenants Committee, her dedication shines through in everything she does. Jan has played an essential role on the Grounds Committee, always ready to teach, advise, and inspire—with her signature smile and sparkling energy.

Beyond her committee roles, Jan regularly donates food to help local families in need, always dropping by the Management Office with the warmest greetings and

the happiest soul. Her generosity knows no bounds, and her love for this community is simply contagious.

Victory Lakes is truly lucky to have her—and honestly, every community deserves a Jan! We thank you for all you do, and please know that you are very adored!

Clubhouse Rules and Reminders

FAQ’s for Clubhouse Rentals
Owners are responsible for applying and renting clubhouse
To confirm a reservation on the community calendar homeowner must submit a deposit of $500 and a complete application
Rentals are 3 hours minimum
Renters are allowed 2 free hours
Applications are available in the Clubhouse hallway
Rental fees are:
Mon-Thur. - $25/hour
Fri–Sun - $50/hour before 6pm, $75/hour after 6pm.
Renters may not drop off or leave items in the clubhouse outside of reserved hours

Victory Lakes Fitness Center Rules
The Fitness Center hours are 4:00am to 11:00pm / 7 days a week unless otherwise posted due to community/activity usage. The Fitness Center is monitored by security cameras for your safety and assurance that all rules are being followed. NOTE: The clubhouse will be secured via alarm at the close of the fitness center and will not disarm until 4am.

Residents who violate the use of their Keyscan access card(s) or any Fitness Center rules may have their fitness privileges suspended for a six-month period at the discretion of the Board of Directors. Repeat offenders may permanently lose their privileges at the discretion of the Board of Directors.

Fitness Center Use Rules:
Use of Fitness Center is done AT THE RESIDENT’S OWN RISK.

The Fitness Center is for RESIDENT USE ONLY; no guests permitted.
Residents under the age of 16 must be supervised by a user 18 years or older.
No one under the age of 12 is permitted to use the Fitness Center equipment.
Each user must scan their own Keyscan access card upon entry (no piggy backing).
Proper gym attire is required at all times.
Do not lean on or place items against the mirrored walls.
Do not drop or slam weights.
Wipe down and return equipment to its proper location when finished.
Report damaged or inoperative equipment to the Management staff.
No food or chewing gum permitted in the Fitness Center.
No horseplay, profanity, disruptive or indiscreet behavior allowed.
There is a 30-minute time limit on cardio machines when others are waiting.
Do not prop open doors or open windows to the Fitness Center.
Be respectful of other Fitness Center users.
Be respectful of residents using additional clubhouse space for private rentals.
Turn off fans/lights/televisions when leaving the Fitness Center if not in use by others.
Residents must enter/exit through the Clubhouse door closest to the Fitness Center.
Lights, Camera, Compliance!
The Clubhouse is now fully secured with cameras—inside and out.
This includes all common areas and the rental party space.

These cameras have been installed to help ensure:

The safety of all residents and guests
Compliance with Clubhouse rules and rental agreements
We appreciate your cooperation as we continue working to protect and preserve the integrity of our shared community spaces.

COVENANT’S TOP FOCUS

3rd Inspections Underway

It's that time again—Third Inspections are taking place over the next few days. These inspections focus on outstanding violations that have remained unresolved for 45 days or more.

During this 45-day window, homeowners have the opportunity to: ✔️ Abate the violation ✔️ Contact Covenants for consultation, clarification or extension

If neither of these actions has taken place, a Hearing Notice will be issued.

What does that mean? You’ll be invited to speak directly with the Board of Directors, where you can: – Present your defense – Be represented by legal counsel if you choose

Afterward, the Board will move into Executive Session to deliberate and make a decision.

Have questions? If you’ve received a violation notice or suspect you may be subject to a Hearing, please don’t wait—reach out to me at [email protected] to discuss your options. Let’s work together to resolve it before it goes any further.

🚫 Do Not Park on Sidewalks 🚫

Please be reminded that parking on sidewalks is strictly prohibited in our community. This includes partially blocking the sidewalk with any part of a vehicle.

Sidewalks must remain clear at all times for the safety and accessibility of all residents, including children, seniors, and individuals with mobility challenges.

Citations are currently being issued to address ongoing violations and encourage compliance with community standards.

We appreciate your cooperation in helping maintain a safe and walkable neighborhood for everyone.

🐾 Pet Etiquette in Our Community

As a pet-friendly community, we love seeing our furry residents out and about—but let’s make sure we’re all doing our part to keep the neighborhood clean, safe, and respectful for everyone.

Please remember:

· Dogs must be on a leash at all times when walking through HOA property, including the clubhouse grounds and all common areas.

· Be mindful of where your dog relieves themselves. It’s inconsiderate to allow pets to urinate on neighbors’ lawns, as it can burn and damage the grass. There are plenty of neutral areas available throughout the community for your pup to do their business.

· And of course, pick up all pet waste immediately—every time, every place. Leaving it behind is not only unpleasant, it’s also a violation.

Let’s all work together to ensure our shared spaces remain welcoming, well-kept, and respectful to every resident—two-legged and four-legged alike.

INSPECTIONS 2025
Our inspections this year will concentrate on essential exterior maintenance items that may require attention, including peeling or faded paint, dirty siding, wood rot, missing shutters, roof repairs, and more.

We will also review landscape upkeep, such as overgrown trees and shrubs, and identify any new or existing exterior modifications or play equipment that have not received prior approval.

The focus will continue on CASCADE FALLS.



Confessions of a Homeowner

We all have that spark of inspiration or need for improvement. A fresh paint job, new light fixtures, adding a patio, or building that dreamy backyard playset—it’s exciting to improve your space and make it feel more like you.

“I thought painting the shutters purple would be fun… but forgot about the approval part.”

Here’s the thing: In a Homeowners Association community like Victory Lakes, most exterior home improvement projects—big or small—require prior written approval from the HOA before you start.

Why? Because while your home is yours, the look and feel of our neighborhood is a shared experience. The HOA approval process is designed to make sure any upgrades or changes stay consistent with our community’s aesthetics, safety standards, and overall property values. Think of it less like “red tape” and more like a shared agreement to keep our neighborhood beautiful, balanced, and harmonious.

Here are just a few projects that require approval:

· Exterior paint or stain changes (including shutters, doors, trim, and siding)

· Fences and decks

· Sheds, pergolas, gazebos

· New landscaping features or tree removals

· Playsets and trampolines

· Exterior lighting, solar panels

Even if it’s something you’ve seen a neighbor do — it doesn’t mean it was approved. And yes, starting work before getting approval can lead to costly citations, removal, or having to redo the project.

Now, back to those purple shutters…

We know the enthusiasm is real. We LOVE seeing residents excited about enhancing their homes. And no one’s here to crush creativity. But before you grab the roller and start painting lavender dreams into reality, submit an application FIRST. It’s simple, it’s quick, and it saves you from any hiccups later.

🙋🏼 VOLUNTEERS NEEDED
Grounds Committee| Advises and assist the board in developing and implementing an ongoing maintenance program for the Common Areas. They meet on a monthly basis throughout the year.
Pool Committee | The Pool Committee is to advise and assist the Board of Directors in developing and implementing a program for insuring the safe, professional, consistent and efficient operation of the community’s swimming pools.

Activities Committee| The primary responsibility of the Activities Committee is to advise and assist the Activities & Communications Coordinator in developing, planning, and conducting a community recreational and social activities program reflecting the various age groups and interests represented in the community.

Covenants Committee| The primary responsibility of the Covenants Committee is to regulate the external design, signage, appearance, use, and upkeep of the of the community and its properties to ensure it is maintained in a matter providing for visual harmony and soundness of repair, and promoting the general welfare and safety of VLCA residents. The Covenants Committee typically meets on the second Wednesday of each month. Dear Victory Lakes Community,

On behalf of the Board of Directors, I’d like to share a meaningful update regarding a transition in our leadership team.

After several years of dedicated service to the Victory Lakes Board and Finance Committee, our Treasurer, Susan Penn, will be stepping down from her role. Susan has played a pivotal part in guiding our community’s financial planning with clarity, care, and commitment. Her contributions have left a lasting mark, and we are deeply grateful for the time, energy, and wisdom she has devoted to Victory Lakes.

At the same time, we are pleased to welcome Mark Yackel as our newly appointed interim Treasurer. Mark brings several years of experience in the financial industry, and we are confident that his expertise and forward-thinking approach will strengthen our board and support our long-term goals.

We thank Susan for her exceptional leadership and warmly welcome Mark to the team. These transitions reflect our shared commitment to stewardship, collaboration, and continued service to the Victory Lakes community.

The heatwave took a break—but not without a little drama.

Last night’s storm gave us quite the show, and now it’s time for the after-party cleanup. Here’s how you can help keep Victory Lakes looking its best:

If you notice any downed trees or large limbs in common areas, please report them to the Management Office so we can get them cleared safely.

Homeowners: Take a few minutes to walk your property and check for:

· Broken or leaning trees

· Fallen branches or debris

· Missing fence panels, shutters, or patio items

· Anything that looks storm-tossed or out of place

Let’s keep things safe, tidy, and storm-smart. Thanks for being the kind of neighbors who always help bring the calm after the storm. 💪



FRIENDLY REMINDERS

🚫 Do Not Park on Sidewalks 🚫

Please be reminded that parking on sidewalks is strictly prohibited in our community. This includes partially blocking the sidewalk with any part of a vehicle.

Sidewalks must remain clear at all times for the safety and accessibility of all residents, including children, seniors, and individuals with mobility challenges.

Citations are currently being issued to address ongoing violations and encourage compliance with community standards.

🐾 Pet Etiquette in Our Community

As a pet-friendly community, we love seeing our furry residents out and about—but let’s make sure we’re all doing our part to keep the neighborhood clean, safe, and respectful for everyone.

Please remember:

· Dogs must be on a leash at all times when walking through HOA property, including the clubhouse grounds and all common areas.

· Be mindful of where your dog relieves themselves. It’s inconsiderate to allow pets to urinate on neighbors’ lawns, as it can burn and damage the grass. There are plenty of neutral areas available throughout the community for your pup to do their business.

· And of course, pick up all pet waste immediately—every time, every place. Leaving it behind is not only unpleasant, it’s also a violation.

Let’s all work together to ensure our shared spaces remain welcoming, well-kept, and respectful to every resident—two-legged and four-legged alike.

INSPECTIONS 2025 Our inspections this year will concentrate on essential exterior maintenance items that may require attention, including peeling or faded paint, dirty siding, wood rot, missing shutters, roof repairs, and more.

We will also review landscape upkeep, such as overgrown trees and shrubs, and identify any new or existing exterior modifications or play equipment that have not received prior approval.

Confessions of a Homeowner

Sometimes, despite our best intentions, home maintenance can feel overwhelming—or things just don’t go as planned. Here’s a common homeowner “confession” we’ve all experienced, along with some friendly advice to help keep your home looking its best:

“I know the rules say to put the trash cans away, but honestly… it’s just so much easier to leave them out.”

If this sounds familiar, you’re not alone. Many homeowners confess to leaving their trash cans by the curb longer than they should — whether because dragging them back and forth feels like a hassle, they’ve fallen into old habits, or they figure, “Why bother? My neighbor does it too.”

But here’s the thing: Leaving trash cans in public view for extended periods impacts the whole community’s curb appeal. It can make our beautiful neighborhood look cluttered and less welcoming for everyone.

Here’s a simple solution: Set a reminder on your phone or calendar for trash day and the day after. Dragging those cans back to a discreet spot behind your home or inside your garage doesn’t have to be a chore—it can become part of your routine, just like locking the door or turning off the lights.

Not only will it keep our community looking sharp, but it also respects your neighbors and helps maintain property values for all of us.

Let’s all do our part—because great neighborhoods are made by thoughtful neighbors.

Grounds Committee| Advises and assist the board in developing and implementing an ongoing maintenance program for the Common Areas. They meet on a monthly basis throughout the year.
Pool Committee | The Pool Committee is to advise and assist the Board of Directors in developing and implementing a program for insuring the safe, professional, consistent and efficient operation of the community’s swimming pools.

Activities Committee| The primary responsibility of the Activities Committee is to advise and assist the Activities & Communications Coordinator in developing, planning, and conducting a community recreational and social activities program reflecting the various age groups and interests represented in the community.

Covenants Committee| The primary responsibility of the Covenants Committee is to regulate the external design, signage, appearance, use, and upkeep of the of the community and its properties to ensure it is maintained in a matter providing for visual harmony and soundness of repair, and promoting the general welfare and safety of VLCA residents. The Covenants Committee typically meets on the second Wednesday of each month. Just a reminder that in 2025 the monthly HOA assessment increased to $120 per month for single family homes, and $125 per month for townhomes. Please take a moment to make sure you are paying the correct amount for 2025.

If you use CMC’s direct debit payment system (you completed the enrollment form and provided a voided check to CMC), your assessment automatically updated to the 2025 assessment amount.

If you pay by any other method, including autopay through TownSq, you must manually update your payment amount.
