OPORTUNITIES
The Democratic Republic of the Congo is the second largest country in Africa with the population of 86,166,228 people. It is said to be the richest country in Africa and worldwide with its natural resources, its total area is 2,344,858 km2. The population density is 36.7 people per square kilometer (95.2/mi) according to the United Nations Statistics Division January 2019. DRC is the country with the third largest population in sub-Sahara Africa; it is endowed with some of Africa’s most fertile soil, unparalleled hydroelectric potential and many of the world’s most precious metals. Unfortunately its population is among the poorest people in the world.

Educational system
After the independence from Belgium regime, Catholic Church to run Congolese education curriculum in the country in parallel with Belgium educational system. So its system was designed to make people in servitude services rather than independent critical thinkers and interpersonal communication. DRC educational system failed to meet labor market demands including; literacy, numeracy, noncognitive attributes, which are very relevant to the growing economy, in terms of information and communication technology fluency, computer literacy and industry specific technical skills. With all the resources that the country possesses, it could has a very good educational infrastructure, and all educational necessaries that respond to competitive critical thinking as modern economic growth and industrial skills require, to improve and eradicate the miserable condition that DRC people experience today.
Literacy of the population
The estimation of 37,033,456 persons or 77.31% of adults’ population aged 15 years and above is able to read and write. About 10,872,382 adults are illiterate.
The number of adults’ males unable to read is 2,635,901 out of 21,019,314 total of Congolese males.
Adults’ females 8,236,482 are illiterate out of 16,014,141 total of Congolese
Females.
Young literacy rates are;
Males 91.6% and 80.46% for both males and females. However, the overall youth literacy is 86.04 between the ages of 15-24 years old. More than 15,000,000 estimated both males and females youth are illiterate.

According to the figures given above, it is clear that there is a huge gap in terms of illiteracy literacy for people living in the big and very rich country in natural resources. As the country is very rich people should have been educated and have a very little gap of illiteracy. These all malaise that people of the Congolese people are experiencing is caused by; unstable governance, mismanagement of resources, corruption, lack of solid educational system.
Lubumbashi city where so far the library will be located, has a population capacity of 1,630,186 people living in, after Kinshasa the capital city, Lubumbashi is the second city most visited in the country with one of the biggest university in the country.
Problem
Despite all natural resources that the country has, the gap between literacy and illiteracy is very big. The country lacks educational infrastructures that can boost the effective and a strong educational skill needed for today’s world. The country has a very bad socioeconomic challenges, its education lacks to incorporate industrial and technological skills needed. The country needs social reconciliation, reading centers such as public library. The gap between literate and illiterate among young people is estimated almost 20% for males and above 30% for females. This is a very huge educational crisis that Kitengie Foundation fights against through the library and its whole programs.
Young children are used in the army than sending them to school, young children in the country are used to the mines by some companies and businesses, young girls are rapped daily that has created humiliation, stigma and social separation crisis. In fact, there is no free education at the elementary education that can help and motivate family children that are very poor to attend school. Therefore, the number of illiteracy is so big into the so called rich country in natural resources.
In addition, after the fall and assassination of the Prime Minister Lumumba Patrice, the Belgiam educational system and curriculum started to shift from ups to downs. All libraries were no longer effective and all books supplies were no longer active. Corruption at school level emerged fallowed by the Statement from the former second president of the country saying that, education is the sixth wheel of the car or the spare tire of the car. Teachers since then were payed peanut with less consideration.
The country lacks neither school nor public libraries that can help learners from primary, secondary school, universities to community level. In some schools teachers have concentrated to rely doing other activities outside the school to survive, because the government does not support teachers in terms of salaries. Even if they pay them, their salaries don’t reach the value that they invest into learners. Educational system doesn’t make critical thinkers, but teachers have become libraries to rely on by learners. As the result school learners believe into whatsoever is said by teachers because they don’t have any references. Congolese children lack; literacy, numeracy, information technology fluency, computer literacy, industry specific technical skills, critical thinking and interpersonal communication skills. Poor learning outcomes are due to undersupported teaching force, teacher’s salary levels remain among the lowest in the world.
OPPORTUNITIES
From the challenges mentioned above that the country faces, Kitengie Foundation wants to reconstruct and build human soul broken through library as an educational facility. This will benefit not only school children rather with all benefit all learners, researchers and all readers at large. To improve the better quality is the result of the quality of education through betters learning materials and strengthen teacher training. Lack of public libraries in the entire country, gives Kitengie Foundation a huge room for its implementation, there is a room opened for Kitengie Foundation to implement its whole programs for the well being of the population. Its English school program will encourage thousands to enter into the competitive world using the English language. Its library will open up the connection and link to users. Its library will help many who pursuit their academic work and research. Kitengie Foundation program will help the communities to maintain cultural setting, reinforce critical and solving problems through library, reconciliation and souls reconstruction and alike.

LIBRARY CONCEPT
Kitengie Foundation as non political foundation has been created to open up a space for the exchange of ideas, information, resources, experiences, and transformation of the community that has been in long term of; dictatorial regimes, political, social, and emotional conflicts caused by wars, injustice, corruption, and unchanged educational curriculum that have disassociated them from; work place skills, modern technologies, economic burn out from sanctions.
Therefore, Kitengie Foundation becomes very beneficial and rewarding for many people especially school children, youth and researchers who are looking for something that will be found in the library. The participants can be libraries, school libraries, or organizations, regular readers, and researchers.
Kitengie foundation is a rapid growth of the amount of information, development of the conception of information as a commodity, formation of knowledge and information industry, development of the information and communication technology, the impact of information and its technologies on all spheres of life including the nature of learning and work as on the style of everyday life.
Kitengie foundation conception is to build a facility that builds and reconstruct human souls, educational facility of all from school children to the researchers and all kinds of academics. Kitengie Foundation has conceptualized its library as a place where everybody finds what s/he is looking for and clears their minds where doubts rise. A place for learning experiences and healing processes take place in terms of post trauma experiences. A safe place for national reconciliation, debates and other similar events. A place where exchange of ideas and life experiences are shared, a place where strong leadership skills are learned, and modern technologies are applied and trained. A place where people are connected with the international world of knowledge and experiences, a place where multicultural and multilingual is learned. A place where history, culture, belief systems, and arts are preserved. A place where current users feel at home whenever they inter the facility in the friendly manner.
A place where our system includes numerous advanced features but retains the ease-of-use that our clients have come to expect. A place where online access to the library system is put in place or accessed from the website where one comes to check the status of any materials in any library. Additionally, one can request any of the materials to be delivered to any other library. Ideas including gathering rooms that remain accessible even after library hours- in essence, free public spaces-to host local events and serve as a community anchor. Online access to digital media such as; eBooks and eaudiobooks (download). A place called a center for moral improvement, community and service, a place of makerspace, privacy.
CHALLENGES
The country has suffered a lot since its independence to nowadays from lack of infrastructures in general. But for Kitengie Foundation library will face challenges such as; poor ventilation, repetitive lack of electricity, bad building, and heating and cooling, and ill-equipped for modern life. Lack of sufficient electronic devices such as desk computers and laptops that can ease researchers and academics, school learners to proceed with their homework, school work or projects and other academic work. And the library can overcome difficulties faced through its effective international network and donations.
However, Congolese people believe that the dictatorship system that brought war has come to pass. Now they need a tool to quick and accurate information, which is an imperative need to develop the new era that will turn the page towards the bright life. What they need are; materials, equipment, and services to ease their research for peace, national reconciliation, emotional, physical, spiritual, socioeconomic, and intellectual healing.
COMPETITION
Historically Congolese education and its curriculum is based on servanthood rather than critical and independent thinking with problem solving skills. Kitengie Foundation is built on independent and critical thinking with problem solving skills. We build the foundation on reconstruction of human souls through building a strong child than repairing a broken man. The Library and school as a center where the reconstruction is based. We have a strong position to get human souls is healed and childhood obesity is intervened and monitored with strong education tools and all necessary infrastructure. We are striving to reconstruct and fill the gap between servitude education to independent and critical thinking education in secular philosophies under Kitengie Foundation. We face many competitions around the foundation in terms of modern schools such as Indian schools and American centers where they try to build an effective teaching that have improved some of the educational infrastructures. But we are strongly positioned and build on critical thinking and independent reasoning through the library that many schools do not have.
GOALS AND OBJECTIVES FOR FIVE YEARS
GOAL 1. Collections and programming
The library being a service organization, its prime objective is to provide the right documents, information and services to its users. Only the users’ satisfaction survey will facilitate the assessment of their satisfaction with products and services offered
The library will encourage life-long learning and pursuit of knowledge. We will use the best practices for maintaining and expanding our collections.
Our library will partner with schools to ensure that we meet the curriculum needs of students’ demands.
We will expand its programs for adults and children by offering classes for adults and books club for schoolers.
All staff members will follow the library’s programs and skills needs to respond positively to the demands not only for schoolers rather to all community needs and researchers at large.
GOAL 2. Community involvement, partnership and collaboration
The Kitengie Foundation Library will seek funding for run of the library, collections and staff remuneration
The library is committed to collaborate with any librarians worldwide including synergic cultural, religious and socioeconomic dimensions.
We will partner with historic society to display area artifacts and photographs showing the richness of the history of Kitengie Foundation library.
We will support and enhance artistic and cultural activities, which benefit the local and international community.
We will use the library as a display for school art projects
We will continuously reach different groups for ideas and feedback. We will create friendship with any type of library group.
GOAL 3. Communicating the values of the library
The library will listserve of the library patrons to send out announcements and important information
We will use the media, Facebook, Instagram
We will continue to use the town information board to announce hours, programs, and monthly board of trustee meeting.
GOAL 4 Library as an anchor in the community
We want to create through the library a safe, welcoming place for the community to gather in an emergency
Provide English language as a major language training through classrooms instruction and conversation groups, however, we do not ignore French language but it will be used as a second language in our curriculum.
We will continuously identify the diversity in Kitengie Foundation library and offer appropriate materials.
The Kitengie Foundation Library should be a place where people can go to find out about government services like health care, taxes, etc.
We will promote a high motivated quality of leaders and staff
The library board will seek out motivated library supporters and make recommendations to the community leaders when a vacancy on the board ot trustees becomes available.
GOAL 5. Technology and innovation
The library will continue to offer the latest in technology
Our website and page will continue to be updated with fresh posts and relevant information
Our technical librarians will offer technology training to any patron in need. We will offer tech classes for adults and hints in our newsletters and our website.
Utilize friends and the library and foundation to supplement funding and hosting of programs

Kitengie Foundation will strive without cease to identify needs of the community through patron surveys, discussions, town meeting, and other means.

RISKSS AND REWARDS
This kind of project is a new concept that Congolese population doesn’t know much about. Creating a public library needs more marketing planning and effort to get people understand and get how important the reading club or center brings intellectual growth and open up the way people must think critically and become independent thinkers rather than being kept in hostage of servanthood beliefs. Ignorance is a weapon for destruction and an ingredient to block human development at all levels, which includes, emotional, physical, socioeconomic, spiritual, and intellectual.
Library will reward academic success and promote the research spirit to those who use it. Critical thinking will be encouraged and empowerment of community that brings change and improvement of educational environment. The library is the tool to make researchers and readers to deepen knowledge and strengthens skills, its links students to work place forces.
RESOURCES REQUIREMENTS
Our personnel are well trained; people who possess the customer care skills and leadership knowledge.
Our library functions with computerized system in terms of record and storage items. So our staff has knowledge in computer literacy, which allow them to maintain and understand what library business requires.
Teachers for our school are holder of bachelor degree with deep knowledge in English as our school is in English set up.
Finances are managed by skillful people in the career
Promotion of our services is done through media such as; website and page, Instagram and a like
Our products are; public library, trauma intervention, childhood obesity intervention, education and prevention.
Our services are without limitation from all kinds of belief system, cultural settings, history background, family settings and a like.
KEY ISSUES
Shipping books is an urgent matter for us to start running the library as soon as possible. The delay of our decision will cause the enthusiasm and discourage our motivated staff. Our training program will lose its momentum and lose the ground.
At the sometime to find our own plot to build the library facilities and hold our programs, especially the kindergarten school will be opened after library is already in operation.
Our request for finances is based on, shipping of the library materials , for librarians remuneration that will motivate them more, renting the building where the library is located, training for librarians and teachers
