Elected United President Leads Humanitarian Mission to Jamaica After Hurricane Melissa

Horace Brown, President of Elected United Corporation, a 501(c)(3) nonprofit organization, retired United States Army veteran, and Jamaican-born Colorado Springs resident, traveled to Jamaica from November 15–23 to deliver critical humanitarian aid to communities devastated by Hurricane Melissa.

Brown’s mission began even before landing. On his flight, he encountered members of Team Rubicon, a U.S.-based disaster response medical group. The team was en route to Westmoreland to provide emergency medical care to the sick and injured. Brown called them “heroes,” noting Jamaica’s deep appreciation for their service.

Brown was accompanied by his cousin, Raymond Hines of Cape Cod, Massachusetts, who played a major role in the relief efforts. Upon arrival, the pair were met with harrowing scenes—entire neighborhoods with downed trees, roofless homes, flattened churches and schools, and widespread destruction caused by the hurricane’s powerful winds.

Hines, equipped with a power saw he brought from the United States, “immediately jumped into action,” Brown said. He spent days cutting and removing hundreds of fallen trees from homes, roadways, rooftops, and public buildings, including schools.

With donations from supporters of Elected United, Brown purchased hundreds of pounds of flour, rice, cornmeal, canned goods, personal hygiene products, and other essential supplies. These items were sorted into care packages and delivered to residents in rural, hard-to-reach communities—many of whom remained isolated due to flooding, debris, downed utility poles, and blocked roads.

Brown worked closely with the Sergeant Wallace of Trelawny Police Department, who helped identify areas most in need of food assistance.

In addition to food relief, Elected United provided power banks, solar lights, and solar chargers, offering the only source of light for families whose homes remained dark, wet, and without electricity. The organization also donated walkie-talkie communication sets to the Trelawny Police, Falmouth Firefighters, and the Falmouth Hospital to help emergency teams coordinate more effectively amid damaged infrastructure.

During a visit to Falmouth Hospital, Brown met with administrators who reported that medical records had been damaged by water, parts of the building were severely compromised, staff were displaced, and additional water tanks were urgently needed. In response, Elected United made an initial donation of $1,000 USD—approximately $155,000 JMD—to support the hospital’s immediate needs.

The relief team also traveled to Westmoreland and St. Elizabeth, where destruction was even more severe. Brown reconnected with Shawn, a young man he met during his flight, who recently launched a small nonprofit with only three members. Despite its size, Shawn’s organization had already shipped thousands of dollars’ worth of clothing, generators, and supplies to aid communities in Westmoreland. Brown said he was “deeply impressed” and plans to collaborate with him moving forward.

“Pictures and videos show very little of what the reality truly is,” Brown said, noting the overwhelming need across multiple parishes.
