In case you had not heard, Costco has applied to build a 152,000 sq. ft. warehouse and massive 32-pump gas station, on 23 acres of open space, just to the south of the Lone Tree Plaza shopping center in west Brentwood, near the Antioch/Brentwood city limits, by Hwy 4, Heidorn Ranch Rd, and Lone Tree Plaza Drive. While we do not have problems with Costco as a business or employer, we do have concerns that the City of Brentwood appears poised to rush this massive development through their approval process without requiring a standard Environmental Impact Report (EIR) or comprehensive studies on the negative impacts the project will have on traffic, commute and emergency response times, public safety, noise and light pollution, air quality and on our existing businesses and jobs in the area. We are demanding that an EIR be conducted before Costco is allowed to begin construction.
We have also learned that despite the fact that hundreds of Antioch homes and families are located closest to the proposed development, the City of Antioch is not playing any role in the decision-making for this project and will not be sharing in any of the promised sales tax revenues that would help support community services and in dealing with all of the new traffic issues this project will cause for Antioch neighbors if approved! There is also the very real possibility that Costco will eventually close their Antioch store, if/when the Brentwood store is approved, which means that Antioch residents will lose all that tax revenue from the existing store, while absorbing all the negative impacts from the new Brentwood store.
The site is also at the foot of the $13 million dollar pedestrian and bicyclist bridge that is currently being built over Highway 4 for the Mokelumne Aqueduct Coast to Crest Regional Trail. The Bridge is expected to generate significant additional pedestrian and bicycle trips, once it opens in September of this year. The proposed Costco is expected to generate between 8,000 and 10,000 new car trips per day, with hundreds of bicyclists and pedestrians literally being dropped from the new bridge into Costco’s busy parking lot. The City of Brentwood needs to require some mitigations to increase the safety for the many pedestrians and bicyclists who will be traveling in the vicinity of the proposed store.
