Good morning,

It was brought to our attention at the winter convention that there has been some misunderstanding regarding where the Idaho State Snowmobile Association stands in support of tracked UTVs on groomed trails.

Today, I would like to help clear up that confusion.

We support over snow use vehicles operating in compliance with county ordinances that are put in place to assist our state and local grooming programs. This isβ€”and will continue to beβ€”a complex topic that requires ongoing education from all parties involved.

Across the state, we have seen a significant increase in tracked over snow use, particularly with larger vehicles such as UTVs. Enforcement of county ordinances ultimately falls to local law enforcement.

At the end of the day, we are all out to enjoy our time outdoors. It is our responsibility as recreationists to understand where we are riding and the laws that apply in those areas. These rules exist to protect all users.

In closing, I encourage anyone who is not currently a member of a motorized winter recreation group to consider joining one. If you are unsure which group represents your area, please reach out or visit our website at idahosnow.org to use the club finder.

Passion brings us together, but misinformation can divide us. Together, we are one community, working toward the same goals.

Senator Ben Adam's constitutional amendment hearing is happening tomorrow, Friday February 27th at 8am. The other constitutional amendment (Representative Raybould's bill) surrounding IDL lands, failed earlier this week.

Sen Adam's bill SJR 103 would protect and prevent any future Federal land transfers from being sold off, if Idaho was to acquire the land. Obviously IDL, the timber and mining industries, and counties are opposing this bill since they feel IDL should manage and be able to sell off the land in their best interest. Several environmental groups oppose this as well stating the state couldn't afford to own these lands and would eventually sell them.

The county's argument is that they should be able to sell off public lands, or have Timber, mineral extraction, and grazing on said lands. Which this would not prevent the traditional revenue generation on federal lands. It only prevents them from being sold off.

To be clear, this constitutional amendment is purely precautionary in nature in the off chance the federal government tried to give Idaho large swaths of land in the future. It does not actually change anything today. This constitutional amendment is a heavy lift, it will require 2/3rds of the Legislatures vote in order to put it on the ballet for Idahoans to vote on.

People really need to think on this matter and take 3-5 minutes and submit written testimony on this bill to allow the people of Idaho to Vote on this constitutional amendment and not let the legislature make this decision without their voice being heard.

Feel free to disseminate and encourage Idahoans to have their voice heard either in support or opposition on something we all cherish. This is something Idahoans should have a say in, not just the people in office.
