The Idaho Chafee Foster Care Independence Program “the IL Program”

How it started:

The Federal government passes new legislation in 1999 (The Chafee Independence Program Act of 1999) requiring states to implement programs in the current child welfare system to prepare youth for the transition from life in foster care to life on their own. This act comes into play after years of very poor outcome

s for youth leaving the foster care system nationwide. Poor outcomes include but are not limited to: increased rates in homelessness, joblessness, incarceration, and unplanned pregnancies for former youth of care. Until the changes in 1999 there were no funded services for youth leaving foster care.
