Place of Hope at the Leighan and David Rinker Campus Place of Hope is a unique, faith based child welfare organization providing support for children and teens in foster care within Palm Beach County.

Place of Hope at The Leighan and David Rinker Campus provides family style foster care (emergency and long term), family outreach and intervention, safety for domestic minor s*xually trafficked victims, transitional housing and support; hope and healing opportunities for children and families who have been traumatized by abuse or neglect throughout our region. Through our family model approach and

commitment, we are dedicated to providing stable, loving, and nurturing environments and support for foster children (and their family members) while in state custody, following family reunification, pre-adoptive placement, and post-emancipation from care. We strive to foster and support healthy and productive lives, free of fear, endangerment, and most of all abuse. Children and families can find dignity, guidance and hope through various programs and efforts at Place of Hope at The Leighan and David Rinker Campus.

🚨 “Operation Mask Off” results in arrests 208 of men wanting to meet children for s*x

Internet Crimes Against Children (ICAC) Task Force, conducted “Operation Mask Off” aimed at targeting on-line child predators.

During the operation, undercover agents and investigators were engaged with over 1200 individuals, via the internet and cellular apps, of which 208 verified adults expressed a desire to meet for s*xual activity.

Despite being advised multiple times that they were conversing with a “child," 43 individuals stated that they wished to travel to meet for s*x, offering payment in exchange.

🚨 Heartbreaking Case Underscores the Vulnerability of Our Children

In West Palm Beach, authorities recently arrested 55-year-old Francisco Alicea in connection with a deeply disturbing case involving a 17-year-old girl with significant mental disabilities. According to the report, the girl’s mother discovered Alicea in a highly compromising situation with her daughter in the early hours of June 16.

The young victim, who suffers from rare conditions that limit her cognitive and communication abilities, was unable to fully protect or advocate for herself—making her an easy target for exploitation.

🚨 Fort Pierce man sentenced to 20 years for production of child s*xual abuse material

Blaine Korbin Hulten, to 20 years imprisonment, followed by 25 years of supervised release for production of child s*xual abuse material (CSAM).

Hulten, 24, of Fort Pierce, admitted to having s*x with a 13-year-old minor and a 16-year-old minor, and to recording the s*x act with the 16-year-old victim. Corroborating his confession, his social media records contained conversations with both minor victims, as well as evidence that Hulten was aware both victims were under the age of 18. Social media records also showed that Hulten distributed the recording of his 16-year-old victim using the social media platform.

The Martin County Sheriff’s Office alleged at the time that Hulten met the girls at a park in Jensen Beach. Afterwards, he kept talking to them via Snapchat.

“What’s so alarming about this case is that it doesn’t start on the internet. It actually started at a local park. It was that typical stranger danger we teach our children about," Sheriff William Snyder said in a 2022 interview.

The investigation started because one of Hulten’s victims told a School Resource Deputy that Hulten had taken her to the mall to buy underwear.

This is REAL and this is CLOSE to home.
